The chapter examines the attitudes of police officers towards the existing performance system. The analysis entails the data obtained from surveys in Ankara and Toledo Police Departments, which helps in elucidating the link between officers’ perceptions and appraisal aspects such as ranks, education level, years of service, gender and age. There exist several studies that have made significant attempts to shed light on performance appraisal. However, most of these research focused on raters and the rating process as the authors find. While such studies have helped tremendously in devising approaches of making accurate ratings, there still exist an argument on the performance appraisal process among employees. The study employs a questionnaire as the principal data collection method. The questionnaire was distributed to various police officers working in Ankara and Toledo Police Departments. Also, it comprises three sections; questions on demographic information, ethnicity and assignment information, and statements regarding recommendations for a better appraisal system. These instruments were incorporated into the research to gather as much relevant information regarding the research question – that is, appraisal concerns in the two police departments – as possible. The 12 statements of recommendations in the last part included questions on the most suitable appraisal bases, namely, job performance and characteristics relating to personality.
In conclusion, the research found that in Ankara Police Department, job performance is the most important factor of performance appraisal based on the feedback from respondents comprising 21 percent. Also, 2.6 percent of the participants think that personal characteristics should be the main factor for such consideration. However, 74.4 percent of the respondents believe that both factors should be the basis of appraising a police officer. In Toledo Police Department, on the other hand, a majority of respondents (60.8 percent) think that job performance should be the only factor determining one’s appraisal. Furthermore, 37.8 percent believe that both factors should be considered when appraising police officers.
