The international health care delivery system prevents and regulates the outbreak of global pandemics such as Ebola, SARS, and COVID-19 collaboratively. International organizations such as the Center for Disease Control and Prevention (CDC) and world health organization (WHO) ensure collaborate operations with various countries to prevent and control the outbreak of global epidemics like Ebola, SARS, and COVID-19. International health regulation (IHR) acts as an agreement that promotes collective operation among countries to enhance detection or discovery and reporting the potential public health emergencies globally ( Armstrong-Mensah, 2017 ). The IHR requires countries to improve their ability to detect, assessing, reporting, and addressing public health emergencies. The WHO and CDC mobilize and deploy multidisciplinary teams to various nations to detect, manage cases, and trace the contact of global pandemics like Ebola, SARS, and COVID-19. Notably, the WHO mobilizes collaborative laboratories in various parts of the world to conduct a diagnosis of global pandemic cases ( World Health Organization, 2015 ). The Medicines sans Frontiers (MSF) immediately establish isolation facilities to prevent the spread of Ebola, SARS, and COVID-19 within the nation and internationally. 

Medicare Care Program as an Acute Care Entitlement 

Medicare act as the federal program for persons with disability and older adults of 65 years and above. The program contains various distinct parts; for example, part A offers coverage for inpatients, and part B provides outpatient coverage such as doctor visits (Pope, 2019). The program offers affordable care protection by covering various expenses associated with acute medical service or care. For instance, Medicare covers post-acute care services and hospital expenses for people with disabilities and persons with 65 years and above in the US. Medicare has a payment mechanism for acute care services, such as home visits by a single provider. Additionally, Medicare finances necessary medical services for acute care like drugs, doctor visits, and hospitalization expenses (LongTermCare.gov, 2017). Consequently, I accept that the Medicare Care program acts as an acute care entitlement program in the US.
