The FTO model deals explicitly with training police officers on law enforcement, how to handle rescue operations like in fire departments and medical evacuation services (Campbell, 2016). It, therefore, deals mostly with broad terms of what is required of a police officer at any level. The FTO model emphasizes the use of standard procedures of handling issues as they happen. Implies that it does not equip the officers with the knowledge that they can apply in solving community problems (Campbell, 2016). It also means that the FTO model is supposed to be the foundation of police training as it touches on standard procedures that the police should follow in any given situation. However, it does go down to the basics that may call for customized solutions to problems that may be affecting a given community. The PTO model emphasizes the training of problem-solving in the immediate environment (Campbell, 2016). The police officers are taught how to address problems in the neighbourhoods in which they serve and prevent such situations from worsening. In so doing, it means that the PTO program is the ideal program that will train police officers on how to deal with local problems instead of taking every issue to the courts, which may not provide lasting solutions to such problems (Campbell, 2016). Agencies that need to adopt community policing will, therefore, go for PTO training, which will equip their workforce with requisite knowledge, skills, and attitudes to help in solving community problems using community resources. Under the model, people are made to understand their role in community policing issues and how they should react in given situations. The people are also taught how to customize most of the solutions to suit their community expectations. However, all the solutions should not go contrary to the constitution of their country, which is supreme to everything that takes place in every region. Qualitative measurements that the Chief of Police may use to determine the success of the project will include feelings, views, and perceptions of the people of the area. The reason is that the qualitative research method entails the use of the general opinions that the study subjects hold about a given issue (Daniel, 2016). Such feelings may include their satisfaction levels, their conception of what is happening, and the general aptitude of the study subjects in the given situation. Such measurements will consist of their happiness levels, the reasons that have made them stop taking alcohol, and their feelings towards security in the park, among others. He should come up with a Likert Scale that will indicate the strength of their opinions. The opinions can be ranked 1(showing low impression) and 5 (indicating strong impression). The quantitative measure that he can take will include the number of armed theft that takes place every night for a specific period. He can also collect data on the number of people visiting the park at night to determine whether there is an increase or decrease. The Chief of Police can also look for data on the number of drunks that are spotted in the park every time. In so doing, he will be in a position of coming up with figures that he can use to tell whether the people are impressed with his project or not. The reason for coming up with numerical data is that quantitative research looks at the numerical value of a given issue (Daniel, 2016). It relies on the collection of data for existing phenomena and quantifying it to provide a picture of the happenings in a given place (Daniel, 2016). One of the arguments for the legalization of marijuana includes the fact that it has medicinal value ( Ranganathan & Deepak, 2016 ) . Research shows that cannabis can be used in the manufacture of drugs that may treat conditions like epilepsy. There is also a feeling that the cure for cancer is likely to be found in the marijuana plant. It means that since these two medical conditions are a challenge to many people, and even the medical fraternity, laws should be relaxed to allow the use of the plant for medicinal purposes. Once this is done, the debilitating effects of these medical conditions would be overcome, and the families of such patients may be relieved of an enormous burden. An argument against the legalization of marijuana is that it may lead to short term memory loss ( Ranganathan & Deepak, 2016 ). The short term memory loss is likely to affect an individual who may be engaged in some occupations like moving machines or driving vehicles. Such people are likely to lead to accidents that may claim the lives of innocent people or leave innocent people with permanent scars. Marijuana also contains a chemical by the name THC, which makes its users feel as if they have increased energy levels ( Ranganathan & Deepak, 2016 ) . The increased energy levels may make some of the smokers take part in violent activities, which may harm other people. I agree with the legalization of marijuana as it is likely to help many people who could be suffering from terminal conditions like cancer get a cure. Cancer is a costly health condition that may leave homes bankrupt and the loss of loved ones, as there is no guarantee of getting cured using the current treatment methods. More so, conditions like epilepsy also limit the patients from taking part in income-generating activities as it becomes impossible for them to be in charge of themselves when the epileptic seizures attack them. I feel that there should be laws that dictate how the legalization will take place. One of the benefits of Science based policing paradigm is that it leads to the identification of possible areas of threat and deploy the necessary resources to prevent a crime from happening (Meijer & Wessels, 2019). The reason is that the paradigm uses existing data to determine the possibility of crime taking place in a given region to predict such changes. It is possible to note that it provides a ground for the legitimacy of police expenditure. Otherwise, in the traditional paradigm, it is not possible to predict the occurrence of crime (Meijer & Wessels, 2019). Action is normally taken after a crime has been carried out. It is possible to see that it is almost impossible to make nearly accurate predictions that may help in the allocation of resources in high crime areas. Another benefit of the Science-based policing paradigm is that it can help residents come up with community-based solutions to their problems (Meijer & Wessels, 2019). The reason is that it is possible to keep a record of a pattern of happenings or likely causes of the said happenings. Extensive studies can be done on such incidents, which will eventually help come up with community solutions. In the long run, such problems may never be realized again, or they could be eliminated. The old paradigm may not be accurate in keeping records, which implies that there is no basis for coming up with community -based solutions to problems affecting given regions. One of the challenges for policing is that the police require training on how to infuse the program in their operations. The training is expensive, and it is supposed to be met by the taxpayers. In many cases, funds for such training may not be there, which may lead to the crippling of the program.
