As technology continues to expand on daily basis, behaviors which are manipulative online will also be on a rise over the next decade. Uncivil acts such as cyber bullying and hacking will continue being there and even expand as the world gets digitalized; the uncivilized behaviors are feared to even persist to worse situations. This paper aims at discussing one of the themes in The Future of Free Speech, Trolls, Anonymity, and Fake News online and in paper, after discussing the paper will develop a policy which will aim at addressing the issues raised by the selected theme.
One of the themes is; Things are predicted to continue being bad because it is human to troll, and also anonymity brings in anti-social behavior, inflammatory dialogues will be derived by iniquities and the growing of the internet will definitely make it difficult to defeat the challenges (Rainie, 2017). From the theme, trolls have been with humanity since the beginning of times and human beings will always have some acts of uncivility driving them, trolling is portrayed to be arising from the nature of human beings not being able to identify the consequences that may arise from their destructive acts. Ignorance so to say drives most of them to act in destructive manners even with knowing that the results of their actions could lead to negative consequences. People today, tend to be awful online because they are anonymous and nobody knows them, increased in this anonymity with less informed out-put without responsibility from actors has brought up fewer open conversations but increase more negative activities.

From the subtheme; Iniquities driving dialogues which are inflammatory, from this, the tone of discourse will tend to worsen in the decades to come as a result of iniquities and peoples prejudice and the disparities between the middle class and the tendency of people requiring to bond with people who are similar to themselves and avoid those who seem to be others (Polyakova, 2018). This is a time of great social instability which ha been created by wealth disparities thus making the internet to be the battle ground for any disparities available in the society. From the theme also, those who were considered traditional elites have lost have gone ahead to lose their credibility because they have chosen to associate themselves with social injustice. As billion people continue to be connected to the internet and technologies, it will soon be difficult to raise levels of discourse in a world which is rapidly changing and widening technologically.
In order to deal with some of this issues brought about by the theme discussed above, there are policies formulated that help in solving them, policy brief on the identity of the internet can be used, this is where the government can issue with electronic identity to individuals and also make the use of log in credentials so as to identify individuals together with their activities online (Center for strategic and international studies, 2018). Pattern formulation is another policy that may be used to deal with anti-social behavior brought about by the internet, by using the policy, children in the age of adolescent may be diagnosed with anti-social behaviors earlier enough which may reduce their risk of being exposed to negative and destructive internet behaviors (UNHRC, 2018). Online communities, individuals, scholars and corporations can take different steps to solve the issues brought about by the theme above, first, they need to analyze the basis of this issues and also the extend to which the issues have gone. By doing so, they can formulate measures to cab the problems depending on the extend on which the problems may have grown (Burgess, 2017). On the issue of destructive behaviors online being brought as a result of inequality in the distribution of resources, corporation can take an initiative of making sure resources are distributed equally.
