On the 29 th of November 2019, the Cambridge Institute of Criminology was holding a conference at the Fishmonger’s Hall in London. The conference, focused on offender rehabilitation, aimed at helping reintegrated offenders into society after they were released from prison. As a previous offender, Usman Khan was part of the conference after he was accorded a special invitation. Khan had been banned from accessing or entering the city of London and the conference organizers gave him a one day exemption for him to be part of the conference. He had been released in 2018 after serving time in prison for terrorist offences.
While at the conference, Khan showed the other attendees a fake suicide vest he was wearing and threatened to blow up the hall. He then started attacking other persons who were part of the conference with two kitchen knives that had been tapped on his wrists. Many of the attendees of the conference and individuals present in the hall at the time, fought back as Khan went around stabbing anyone he came across. He then fled the hall into the street and continued stabbing pedestrians as he moved further on the north side of the London Bridge. He had stabbed several people before members of the public and a plain clothes police office managed to restrain him. The police officer was seen stepping away from the scene with a knife in hand as Khan remained restrained on the ground. The City of London Police officers arrived at the scene and surrounded him. Other members of the public were pulled away and the officer fired at Khan while he was on the ground. He was claimed to have died at the scene. Two individuals died from the incident after being stabbed and several other were injured. The Islamic State (IS), a terrorist militant group, claimed responsibility for the attack and recognized Khan as one of its fighters.
