Title VIII Nursing Workforce Reauthorization Act of 2019 is a federal-level nursing legislation introduced in 2019 in the United States congress. Its main aim was to amend title VII of the Public Health Service Act and ensure the extension of advanced education grants to nursing professionals who would like to specialize in their careers or simply advance their training and education. Nurses had for a while campaigned for the introduction of work development programs such as further education and training. These programs were to be made available to nurses of different cadres to enable their career progression and also the improvement of the quality of services given by nursing professionals. The bill was sponsored and introduced in the house by Republican Representative for Ohio David P. Joyce on the 23 rd of January 2019. 

The bill focused on the reauthorization of a number of benefits accorded to nurses. This includes repayments of educational loans and scholarships for nurses, grants for advanced training for nurses in clinical and administrative courses, and even grants dedicated to programs that deal with diversity of the nursing workforce. The bill further pushes for the funding of programs that improve nursing quality, the actual practice, and even retention grants. The manner in which reporting for specified grants was being done and also their evaluation was also revised by the bill. (Congress bill H.R. 728).

The effects of the legislation on the nursing profession has been profound in the short time it has been in place with the morale of nurses being boosted by the funding promises given by the grant. The quality of the nursing profession is also poised to improve given the extra training and education being availed to nurses who would want to further their education. The leadership of nursing associations is also poised to improve with the advanced education and the benefits of this better leadership are expected to reach the patients in a manner that improves their overall health and outcomes. Having been around for slightly more than a year, the full benefits of the Act have not been felt fully by the profession. To further increase the supposed benefits of the Act, more legislation should be put in place to ensure that the government and employers do not act in contravention of the Act. It is quite easy for employers to abuse the goodwill expected of them by the Act thus it is necessary to put legal measures to safeguard the benefits accorded to the nursing profession by the Act.
