Many factors have contributed to the high incarceration rate in America. These include things like low level of investment into learning institutions, minimal access to opportunity, draconian laws, criminalization of poverty as well as discrimination to name a few. The United State also happens to have a relatively small population at about five percent of the total world population, this thus raises a lot of concern as to what may have escalated this figures and whether the government is doing enough to bring about change (Kaster, 2016). 

The United States also spends about eighty billion dollars which can be channeled towards other meaningful activities only implying that a lot is lost in the process. On the other hand, over seventy million Americans have experienced life in jail. The figure also represents almost a third of the total workforce. It, therefore, reduces their ability to access meaningful employment owing to their criminal record. Cotton, however, criticized the move by Congress to amend the law while trying to solve the current state of incarceration (Gass, 2016).

According to the then president, Obama he was of the view that a different approach needed to be adopted with a lot of emphases focused on three perspectives which include; the general society at large, the court as well as jail. Among the reason prompting this was because poorly funded schools acted as breeding grounds for crime. It was, therefore, essential to encourage the support of young people to prevent this from happening (Kaster, 2016). The judges also contribute to the current state while arriving at decisions yet this can be solved by embracing love and support while resulting in the adoption of mentorship programs. Despite jailing some, many end up losing their ability to make it in life thus illustrating how prisons failed to address the current situation. I, therefore, oppose Cotton's move based on the highlighted information during this discussion.
