State governments ensure considerable engagements in drug enforcement efforts. However, the imbalances arising in state drug control policies and the execution are hardly studied. The association of legislative acts with the challenge of drug addiction is a significant area of concern. For example, in an analysis where morphine and cocaine habitués were under observation and the drugs withdrawn from them; both the patients experienced symptoms of extreme suffering since they had already reached the addiction levels. Harrison Narcotics Act has been considered useful in most circumstances despite the many troubles it has created. However, its positive impacts cannot aspire to solve conditions which are out of control.

The law contains several provisions which have been mainly misinterpreted and thereby encouraging considerable misunderstandings that have led to the growth of drug abuse and addiction (Gordon, 1916). Enacting laws and regulations to assist in drug control is very important. However, certain patients can benefit or suffer from drug control policies. Therefore, the legislative laws should focus on balancing the appropriate medical necessities for patients who are likely to have high chances of risk for misuse and related harms.

Ways That Legislative Procedure Shape Legislative History

The affordable care act is significant legislation in the health care sector. The law enactment was for comprehensive reforms which would improve the accessibility and the quality of health care. The affordable care act has contributed to health coverage for millions of Americans, reducing the uninsured rates to a less percentage. However, the landmark legislation has created problems. For instance, the legislative procedure has changed.

The change has resulted in the ancient model of the law formulation process to be manipulated by other researchers and librarians to apprehend the antiquity of modern legislation (Cannan, 2013). Members often ignore traditional procedures to meet their political needs and policies. The dynamic processes can result in a poor generation of the legislative history of documents which will be in contrary to analyst expectations and also lead to difficulties in locating the existing.
