Information is the main detail that supports intelligence. The more accurate the information is, the more credible the intelligence will be. However, the difference between information and intelligence is that information is simply raw data while intelligence consists of information that has been processed to ascertain relevance, and verified ("Cyber Threats: Information Vs. Intelligence") . Another major difference is that information is unreliable, in that, it can be true or false depending on the messenger while intelligence is accurate and relevant since it has been verified by its users. 

The role of intelligence in countering terror largely depends on the nature of the threat. If a terror group employs sophisticated methods to carry out terror, intelligence becomes critical and has to be detailed to counter such attacks. At the national level, strategic intelligence is used to monitor the activities of a suspected terrorist group over a period of time to ascertain how to neutralize the threat and at what time. This gives homeland security a clear picture of the nature of the threat around their area and gives them time to respond and safeguard the security of an area (Hughbank & Githens, 2010) .At the local level, tactical intelligence is important since it involves studying the behaviour patterns of suspected terrorists and learning about their activities. This helps local authorities to stay updated on any threat that may be planned within their surroundings.

Security rights and individual rights often get compromised during the war on terror. However, a balance can be struck by ensuring that the rights of the two groups are not infringed. This can be done by coming up with regulations that allow security enforcement agencies to conduct their duties smoothly. An example of such a regulation can be allowing the Homeland Security agents access the communication of suspected terrorists to narrow down on their activities (Larkin, 2018) . This will, in turn, reduce mass murders in the name of neutralizing terrorism since the intelligence can single out a terrorist while in a large crowd. This saves more lives and prevents ripple effects of having civilian casualties. Therefore, guaranteeing the safety of civilians when countering terror is how security and individual rights can be balanced.
