Technology advancement in the healthcare sector has made the industry complicated. In the present society, healthcare organizations need to have the best ways to monitor their data. It calls for proper implementation of the electronic medical records to help provide a solution for this problem. Healthcare plays a dual role in society. First, it is an entity that must provide quality care for the benefit of the community. Further, it is an entity that I also regulated and must adhere to these regulations to make a profit. In this sense, being in with different laws as well as finding the right mix in the market is critical for any healthcare institution. 

Part One 

Healthcare is an entity that must follow the law for the proper discharge of quality care. Quality care is the backbone of every healthcare organization and society at large. A healthy population is productive, and its productivity means that a nation will be stable economically. Quality care is only possible in a healthcare organization that follows all the stipulated regulation in the healthcare industry. The various regulatory bodies protect the public from many health risks and provide numerous programs for public health and welfare.  Together, these regulatory agencies protect and regulate public health at every level. Healthcare regulations are necessary to ensure that there is compliance in healthcare sectors, which is critical in enhancing safe medical practices, which in turn translate to quality care in healthcare in the society ( Dellefield et al., 2015).

The health care regulatory agencies are also in charge of monitoring practitioners and facilities, provide information about industry changes, promote safety, and ensure legal compliance and quality service. It also ensures that the practitioners meet the tendered requirement that warrants a person of their nature to offer quality care to the population. Further, the hospital is an ethic-based setting, and this is critical in ensuring that there is trust between the patients and the physicians ( Dellefield et al., 2015). As a result, the physician is regulated and must follow ethics and laws. It is the only way to ensure that they do not break the trust that exists between them and the patient, as this is the foundation of quality care in the hospital. 

There are different quality management tools that the hospital can use to control, monitor, and assess how staffs within a healthcare system comply with various regulations that shape the healthcare industry. An excellent example, in this case, is the fish born model. Kaoru Ishikawa developed the fish born model. An example of this model is in the diagram below. The example shows why volunteers do not show up for their work. The same technique can be applied to understand why a hospital may fail to follow regulations, and help in planning for the hospital to follow the rules.

The diagram works easily. In this sense, it can help the management to understand why some staffs or the healthcare institution, in general, is not complying with the regulation as set by different regulatory agencies. For instance, if the problem is regulation, the management will draw the fishbone diagram and place the main issue at the head of the fish. Then, the significant causes that create a situation where the organization is not following its set regulations at the four spines of the fish. These can be the people, the management, the process, and the culture within the hospital. The administration will brainstorm on these causes to find the roots of the occurrences. These are then used to develop a good plan that can make people follow the laws in the hospital. 

Another quality management tool that can help in this case is the check sheet. The check sheet is used to track trends or data within an organization. Below is an example of a Check sheet, which is a check sheet that tracks the pattern on how people ask questions concerning different aspects of healthcare facility services. Such a check sheet can also be used in the hospital to address many issues and also aid in decision making. 

For instance, there are many situations where hospital management would like to understand the department that is notorious and culprits of law disobedience in the hospital. In this sense, the management can come up with an excellent plan to help them adhere to regulations in the healthcare institution. In this sense, the checklist is essential. Tabling the trend in such department and using the pattern to find a solution can help in such a case. In this case, the tool will reveal the department that is of concern. It will mean that the organization management will know the department to target for policy change and reforms. It will thus make a decision based on such data to find a good policy that can help the departments adhere to regulations. 

Part Two 

During the transition, the following must be right to aid in smooth progress. They include the right people; the right processes the correct change management and the right technology. The right people will ensure that there is a proper process taking place. They will also ensure that there are right competencies and skills to aid in a smooth transition. The right process will ensure that people follow a proper procedure for each process or step, which will ensure that there is a path to monitor the progress. The right management will ensure that there are the right resources, the right path, the right objective as well as the right organization, and project-oriented vision that will aid the implementation. The right technology will ensure that there are the right machines for the EMR ( Jahanbakhsh et al., 2018). 

Benchmarking is the process of measuring the performance of the firm's products and services and processes against those of another firm that is considered best in the industry. An example is the report card. Report card collects data about a specific aspect of healthcare and reports them for decision making. Below is an example of a report card. 

The dashboard is another benchmarking technique. With the dashboard, the management can keep track of the performance to help in understanding trend and communicate trend for decision making. Below is an example of a dashboard. 

Internal benchmarking refers to the process of comparing the business process to a similar process inside the organization aimed to acquire and getting the best internal controls. In external benchmarking, organizations seek projects from other companies. External benchmarking are considered to provide a significant advantage compared to the internal one because of the improved performance that is, hybrid vigor. Benchmarking helps in adhering to health regulations by providing a trend that is used to assess performance and compare them with the standard performance that is stipulated by regulatory agencies. It helps the organization understand the level of their care and adjust as per the regulations. 

Part Three 

Different workflow concepts can help in the case of the EHR in the hospital. The following flow chart will demonstrate how the hospital can migrate from the analog to digital data storage and use by implementing EHR ( Penrod, 2017). The first one is top to the down workflow that shows the function of the different department that will be affected by the implementation of the EHR in the hospital. 

Another example is the use of the sequential bending diagram to demonstrate how the EHR will work in the hospital. In each case, the workflow model helps the organization understand the contribution of each department, and how it can be improved. It also helps in identifying the mistakes and how they can make decision targeting such departments for change. Thus, by using these workflow systems, the organization gets a chance to make decisions and formulate policies quickly. 

Part Four 

For the sake of this project, Risk analysis and Benchmarking will be very critical. Benchmarking is about comparing what is currently taking place with other cases of similar nature or with the standards set by the company. In this case, people will use report cards. The company will list the standard regulation for system compliance and regulatory compliance. The management will then assess their situation and compare it with the standard regulation or tasks that are already existing or what should be achieved under a standard ( Petrides et al., 2017). Below is an example of a report card . 

Risk analysis, on the other side, will ensure that the hospital identifies what might go wrong. It will then come up with a recommendation to change the situation and remedy any mistake before the entire system collapse ( Petrides et al., 2017). Checklists, risk analysis surveys, and questionnaires can help in this case. These tools can be used to gather data to identify any potential risk that can hinder the entire system from working in the normal way. In this sense, therefore, the outcome shall have been measured against the standards that the hospital needs to adhere to ensure that they work smoothly. Hence, the result will be standard-oriented and risk-less, which will ensure that the organization is working within the stipulated laws and regulations that govern such tasks.
