Training and needs assessment are forms of capacity development activities. Organizations invest resources in training and need assessment to change and improve both individual and organization performance. Training and needs assessment evaluates the training cycle's critical steps to ensure the desired change is achieved. The first step to Conducting an effective training program is to conduct a training needs assessment. 

The training needs assessment typically concentrates on the present and expected trainees' knowledge, attitude, and skills. However, before specifying individuals' and organizations' straining needs, one must conduct extensive research on the organization and environment capacity. By analyzing the present strengths, weaknesses, and capacities for each need assessment, reliable information that would provide a focused direction for the training needs assessment will be found. In most cases, organizations pay much attention to weaknesses and capacity gaps. However, focusing on the workforce, environment, opportunities, and strength will help make a more informed decision on how the training can strengthen capacity or which approach would be more effective when applied.

Training and needs assessment is a tool used to evaluate workers to identify whether they have the required skills, competencies, and experience that match organizations, missions, and goals. Besides, training and needs assessment is applied to identify the competency gap that employees need to stimulate innovation and productivity in their production line. Training and needs assessment to ensure that organization's human resources are well utilized and no wastage or employee exploitation. 

Training and needs assessment is used to determine the existing gaps between workforce skills and skills needed to do particular organization tasks. In other words, a training needs assessment is used to compare it with the expected outcome in an organization. Moreover, training helps an organization advance human resources skills, knowledge, and competencies to adapt to a new work environment.
