Most not-for-profit hospitals are unable to provide all medical services in the communities. Therefore, non-profit hospitals refer most patients to other governmental or for-profit hospitals for primary services such as admissions, operations, and medical care ( American Hospital Association, 2014) . Governmental hospitals have the least number of staff members due to the free medical care to patients in the country where the hospitals cover their expenses and receive wages from the government.
