The emergency management system will have to change the response and recovery protocols for better response to an emergency. The changes in the system will entail new official organizations and primed plans for distributing emergency response teams and equipment. Research conducted by Firoozabadi et al. (2017) shows that timing and effective allocation of salvage units is the most critical responsibility of emergency response. I will create an automatic response system which will ensure faster and effective distribution in time of need. Once I have prepared the team, I will delegate them to the local, public, and private response institutions to ensure surplus aid during an emergency. I will create and train a sub-team and disseminate them to respond to operations where a large team is required. 

The recovery process will follow similar procedures to ensure an efficient and effective recovery process. I will ensure the recovery teams are in direct contact with first respondents, and they will play the role of delegating duties to the qualified team, preparing and carrying out crucial decisions regarding response operation. I will ensure that my response team entails subteam, who will be in charge of exclusive tasks and will be called upon to provide specific skills during an emergency operation. According to Sahebjamnia et al. (2015), the Integrated Business Continuity and Disaster Recovery Planning organization (IBCDR) is a proactive strategy that oversees continuity and recovery during the pre-disaster planning phase. I prefer to work with this organization since it ensures adequate planning and pre-planning or emergency management. Also, I will ensure state and local agencies like the American National Red Cross are in the front line to respond during an emergency (Morris, 2018).

According to the Holy Bible, John 1:2, "Beloved, I pray that all may go well with you and that you may be in good health, as it goes well with your soul." In this verse, the Bible states that every human being needs to be safe, happy, and healthy while living on earth. The first respondents’ team is essential during a disaster emergency since the victim depends on them to save them from a dangerous situation. While we trust in God for safety, the first respondent team is also crucial in the recovery process.
