The primary purpose of process evaluation is to focus on activities and outputs within a department. For this case, the evaluation process will be helpful to the director in his first stages of decision making. Evaluations are used to bring changes within a department and target majorly to improve the overall function of the whole system (Lewis, 2011). Besides, the evaluation also reviews programs by establishing and rechecking the objectives of the program. The department, therefore, receives changes and is made stable from the effectiveness of the evaluation program.

Regarding mental health, it is argued that priority should be given to preventive programs. To demonstrate the effectiveness of preventive programs, departments use the action research method and the outcome evaluation methods. The action research methodology is informal and not absorbed in studying the effects of outcomes related to the specific problem. The strategy measures the cost of each outcome that has been successful (Kumar, 2018). Outcome evaluation determines the ability of the preventive programs to render quality services to their mental health patients and clients. The program's financial consumption will also affect the conclusion for the department. In conclusion, the department will be evaluated negatively if the director is unable to make all outcomes positive while delivering services effectively and implementing better solutions for any problem faced.
