In his book, “ Essentials of Terrorism: Concepts and Controversies Edition: 5th (2018),” Martin provides a multidisciplinary examination of the contemporary terrorism and how the acts of terror have changed in the recent past. While traditionally, the acts of terror were purely viewed as ideological and involved the use of force against civilians to bring social or political change (Martin, 2018). Today, the acts of terror have changed as the terrorists resort to modern means to commit terror. While it remains ideological, the evolving acts of terrorism in the 21 st century have reflected the change in tactics of terror. Through new motivations, new rationalities, and new actors, new terrorism has led to the killing of many innocent people throughout the world. The current bombings are entirely not old-fashioned terrorisms, but the modern form which is as a result of the terrorism coalitions that do not answer fully to any government and which carry out their activities across the border using advanced technology (Combs, 2017). An example of the modern terror acts was the bombing of the US embassies in Kenya and Tanzania, a show of terror acts taking place across the international borders and which is less ideological compared to the traditional terror. 

Because the terrorists have changed their tactics today, it requires the use of new strategies to counter the modern terror attacks. Working in coalition with other partners is required to help understand the roots of the extremist groups who are now operating at the international borders and across. The National Strategy for Counterterrorism is an important step to help foster agility to anticipate and prevent the threats of terror. Shifting to the modern technological forms to identify and counter the threats of terror is needed because the terrorists themselves have resorted to new tactics, including access to modern technology to counter terror (Combs, 2017).
