A Policy for the Decentralized Testing of Covid-19

The Kurt Lewin change model consists of three steps, which include unfreezing, changing, and re-freezing. Because the number of Covid-19 patients keeps increasing daily, there is a need to test as many people as possible. Many people do not get tested for Covid-19 as early as possible because they cannot access the testing centers. Lewin’s model suggests that the forces revolving around the status quo will create less tension and resistance than forces clamoring for change (Schein, 1996). Thus, this strategy will be useful for the formulation of the decentralization policy. The policy creation will follow the following steps.

Unfreezing phase

At this point, massive laboratory testing is being discouraged because of limited resources. However, with the increasing awareness of the virus’s dangers, there is a need for the status quo to change.

Change

Now that the importance of mass testing has been made clear, there is a need to begin implementing the envisaged policy. More resources can be harnessed and directed towards establishing the testing centers and research laboratories. During this phase, more focus will be put on leadership and the flow of information. 

Re-freeze

At this point, testing centers are already decentralized. The decentralization of testing centers will help individuals know their Covid-19 status conveniently and maintain the new status quo trend. With no expected changes, rapid identification and the isolation of Covid-19 patients will help in the early diagnosis of the symptoms of Covid-19. The decentralization of testing centers will be significant in increasing the testing capacity. The higher testing capacity can only be achieved by coordinating public laboratories, research networks, and the local government. As formulated by the WHO, the interim guidance for Covid-19 laboratory testing will be critical in the maintenance of this policy (Kamps & Hoffman, 2020). Regular reviews of the laboratory testing techniques will also be essential in the diagnosis of Covid-19.
