The basis of the Emergency Planning Project is mass shootings in the local schools within a low-income urban neighborhood. A mass shooting is defined as any incident that results in the shooting of at least four people, excluding the attacker. Thus, the community targeted by this project is an inner-city community. The event has been selected because mass shootings have become common in the US in recent times, which implies that the likelihood of the event occurring in a low-income urban setting is high. CBS News reported that the US experienced a huge number of mass shootings in 2019 than it was the previous years ( Silverstein, 2020). Also, the news outlet stated that a total of 417 mass shootings took place across the US by the end of 2019, with 31 of the shootings resulting in mass murders ( Silverstein, 2020). Besides, most of the shootings happened in urban communities. 

The current and future emergency response planners must be prepared to handle more incidences of gun violence and mass shootings, especially within the US setting. Evidence indicates that the number of incidences related to gun violence has been on an upward trend, which calls for more skilled emergency preparedness and response planners competent in the area of a mass shooting and gun-related incidences. Also, Santilli et al. (2017) stated that gun violence is high in American communities experiencing economic and social inequalities, such as the inner-cities with concentrated poverty. Besides, most American inner-cities are made up of racial minorities like the African American community, which have been associated with gun violence incidences (Santilli et al., 2017). Santilli et al. (2017) noted that about 6000 African Americans were killed with guns although they only make up about 6% of the US population. Therefore, doing a project on the mass shootings in inner cities is good as it is about a current issue.
