Indeed, force generation happens at different levels. The post by Melinda Crosby acknowledges that Combatant Commanders (CCDR) must have some insight into the national strategic guidance and how it pertains to the Global Force Management (GFM) process to be able to understand strategic and operational direction. According to the Department of Defense (2017), CCDRs are to develop command strategies and objectives pertaining to national security once they have a complete comprehension of the directions and guidelines. The post outlines situational awareness involving analyzing, making decisions, and understanding the threat as the prerequisite to meet emergent requirements by the CCDR. 

From the post, I learn that assignment, allocation, and apportionment are the three processes that underpin the DODs strategic guidance and alignment of forces. The CCDR completes the first step, which is the assignment step by analyzing the assigned forces to emergent requirements and determining whether additional forces or personnel are required. The second step, which is allocation, refers to the transfer of forces from one command to another by the Secretary of Defense; according to the Department of Defense (2017), the Secretary of Defense uses Global Force Management Implementation Guidance (GFMIG) in assigning CCDR missions. GFMIG also assists the Secretary of Defense in the allocation process when the CCDR judges the assigned mission as overwhelming to their capabilities. In such cases, the CCDR asks for additional capabilities through the Joint Capabilities Requirements Manager which is then approved by the Secretary of Defense (Department of Defense, 2017).
