The second step, which is allocation, refers to the transfer of forces from one command to another by the Secretary of Defense; according to the Department of Defense (2017), the Secretary of Defense uses Global Force Management Implementation Guidance (GFMIG) in assigning CCDR missions. GFMIG also assists the Secretary of Defense in the allocation process when the CCDR judges the assigned mission as overwhelming to their capabilities. In such cases, the CCDR asks for additional capabilities through the Joint Capabilities Requirements Manager which is then approved by the Secretary of Defense (Department of Defense, 2017).
