Communication in organization is essential and it happened daily taking different forms (Baker, 2007) . The law enforcement departments are agencies that are tasked with the responsibility of ensuring compliance with the law at all times. This agencies can be federal government, state or local that acts to ensure compliance. The departments used for this assignment is the U.S. Department of Justice and the department of defense. The U.S department of justice has several agencies that work together to ensure the safety of the citizens.
Communication strategies in the U.S department of Justice
The department uses a top -down communication strategies. The policies and mechanisms of operation are formulated at the top most level and communicated to the junior staff. (Dieltjens & Heynderickx, 2000) In relation to the justice department, policies in relation to tax collection are formulated and then communicated to the tax division through the attorney general associate.

Top down is the most effective communication in tax division, this is because it enables the implementation of similar tax to all citizens and commercial organization. This also allows uniformity of rules applied in the state.

Communication in this department starts from the president, to the Secretary of Defense then to the Combatant Commanders. This is a top down communication strategy in place where an individual with more power initiates communication and it is send to the least employee in the department.

As a commander, all instructions and policies to be implemented are from the president through the secretary of defense. This are received as orders and thus must be implemented with no room for discussion or questioning. Despite this, this model of communication results in a disciplined force who adequately implement the demands entrusted to them (Anderson & L.Thompsonb, 2004) .
It is possible to involve us the junior officers in the decision making process as we deal with real issues on the ground (Chan & Zhao, 2016) . Room for discussion and involvement of the juniors is essential in development of policies that are favorable to everyone and it helps acts a motivational factor for implementation. This also slows down feedback due to the protocols that must be observed when conveying information.
The use of top down strategies is challenging because decisions are influenced by non-player (Liedl, 2011) . The president makes a decision regarding a security issues yet the junior soldiers are the one to go to the battle field. The decisions are made without participation of the entire team, this leaves them not part of the team but obligated to perform as directed.
In conclusion, communication in most governmental department uses the top down approach due to the need to implement law and order. This authoritarian approach is essential for compliance as it does not allow negotiations that might alter the compliance process.
