A comprehensive plan involves determining community aspirations and objectives in terms of developing the community. The first step of the planning process would entail identifying the behavioral risk factors. Identifying issues ensures that contemporary issues are identified clearly and the emerging issues that may come up in the future. In this case, the plan intends to minimize the use of tobacco, solve the problems of unhealthy diet and physical inactivity. The next stage is through stating the objectives, which will provide the vision of the community and aid leaders of the community in making decisions for the future. The next process is by collecting data for the planning process to evaluate conditions that are current and forecasting future conditions (Stoto, 2013). The next step is to prepare the plan from the data collected and the objective setting stages. At this stage, a brief background will be done on the future and current conditions of the behavioral risk factors.

After this stage is completed, what follows is the creation of an implementation plan. It will involve coming up with different programs to help in the implementation process. The primary role of this stage is to come up with programs that are effective and use minimum costs. The next step will involve evaluation alternatives which willed be assessed by leaders of the community to ensure that cost-effective and efficient strategists are put in place to realize the objectives. The next stage would be to adopt the plan through an official policy statement for the plan to take effect. Finally, the plan is implemented and motored.

The plan will focus on the intervention will be on many different steps. This will call for a mix of intervention to make the plan effective and successful in achieving the objectives. Policies that prohibit smoking in the community can be adopted because this will help the intervention of reducing the level of using tobacco (Stoto, 2013). Another way is by offering incentives to enrollees who stop using tobacco. Another way to help the intervention of reducing tobacco use is through writing warnings on the packages to inform the people of the community about the dangers of using tobacco. In assisting the intervention objective for physical inactivity, challenge groups and wellness groups can be created within the community.

The workplace can also incorporate a fitness program to help employees. The community can also encourage its members to consider walking or cycling to work. In the case of challenge groups, an example could be organizing challenges within the community where members compete against each other about who has more steps through the day. On the intervention of an unhealthy diet, the city can provide cooking classes on healthy food. It can also educate its members about a healthy diet and its importance.

The rational statement will be utilized to come up with the desired change. It will also contain data on why the efforts the organization has currently are insufficient in improving health.

Objectives will be laid out with a strategic communication plan (SCP) that will direct attention to what is the desired change should be (Holtzhausen & Zerfass, 2014).

A problem-based planning model will be used in the identification of current issues and brainstorming thoughts to address the problems. It will also be used to collect ideas and issues in a strategic plan document. It will also be used in monitoring the problem.

An evidence-based strategy on skills of life will be used to assist peers in society come up with important skills of life that will help reduce the use of tobacco and eating habits that are unhealthy.
