Summary
The main purpose of this policy memorandum is to inform the community mayor of the existing and the possible security issues of the Cambridge street community in Worcester. The community is dangerous, according to the state trooper and the entire security body. The Cambridge street community is dangerous according to police crime statistics and requires the immediate and imminent implementation of high-security measures to uplift the safety of the region. There are rampant criminal issues within the community haunting the residents all the time, and they seem accustomed to in their daily operations. There are common car thefts in the area where someone drives away a stolen car without a trace. The major crimes in the area are alcohol and drug peddling gangs related because of unemployment and the idleness of many youths in the region. There are numerous beggars, both men, and women, with the littered environment habited by poor individuals working two jobs with less sustenance. There are abandoned houses within the area occupied by people mostly gossiping about crime issues in the locality because of less security. The less security of the area makes it unsafe and difficult to walk alone or in groups and night, especially for teenagers. The current American Community Survey(ACS) reveals the racial composition of Worcester at Native Hawaiian/Pacific Islander 0.04 percent, Native American 0.52 percent, White 69.4 percent, African Americans 13.23 percent, Asian 7.31 percent, and others 5.31 percent. Worcester has massive Hispanics and Latinos, making almost 21percent of the population of the area being the second largest city within the state. There is a stereotypic kind of lawlessness and social deprivation within my community. The issue has increased the level of substance use, poverty, and crime in the area. The factors increase the level of insecurity of the region, pitting the police on high alert of incessant tracking and arresting of the criminals.

The fundamental development of crime prevention strategies includes the existence of the rule of law. There needs to be undertaking the crime prevention assessment to support the crime prevention practices within the community and improve the criminal justice system. The process involves a diverse range of services and institutions accessing the community requirements about safety measures. There should be domains within the leadership of the mayor of the community to implement proper crime prevention strategies to develop safety standards within society. There needs to be a stringent criminal judicial system proper tracking of the abuse of power, corruption, and human rights violation in the community for supporting human integrity and safety.

The norms would emphasize that since crime has various causes, a coordinated and multi-sectoral perspective is required the government authorities have vital roles to play.
