Consequence Management in Response Planning
Consequence management involves the coordination and the implementation of measures that help in reducing impact of a security issue. Consequence management is a significant measure in response planning as it helps to promote smooth coordination during a crisis that may have dire consequences. When focusing on terror attacks, it is important to capitalize on consequence management to help in reducing the effects of the attacks and to help in the implementation of security actions. In the context of response planning, consequence management consist of action plans that help in investigating and responding to incidences that are associated with terrorist attacks. The action plans defined in consequence management have a significant role in minimizing response times and enhance the recovery timelines to avoid the impacts of security incidence such as terrorist attacks. Consequence management is based on coordinated efforts that allows proper planning in enhancing responses.
The Focus of Effort
In the occurrence of an incidence, it is important to capitalize on understanding the focus of effort, which is part of enhancing response to overcome the consequences of an incident. The negative impact of incidences such as security threats are defined by the ability of an organization or individual to define their focus of effort when an incidence occurs. According to Aven & Guikema (2018), the primary focus of effort in a security incident is response rather than management. The implementation of response measures in an incidence may help in minimizing the risks associated with incidences. Although security incident management is significant, it is a broader area of focus, which may not be very effective in the situation where an incidence has occurred. In that case, the focus of effort should be based on minimizing the response time to increase the recovery timelines and reduce risks associated with the incident.

Core Capabilities in Incident Response
Core capabilities refers to distinct elements that are necessary to meet preparedness goals in case of an incident. Core capabilities have a significant role of prevention and protection of individuals in the situation of a security incident. Additionally, the core capabilities help in promoting the recovery and response process and reduce the consequences and risks associated with security threats such as terrorist attacks. The core capabilities are required to be accomplished regardless of the involvement of the different levels of government. The significant core capabilities that generally need to be accomplished incase of an incident include operational coordination, planning, risk and disaster resilient assessment, fatality management system, and operational communication (Becker, 2001). The mentioned core capabilities are significant in different stages of incidence management and helps to minimize risks and negative impact of the incidence. Additionally, the core capabilities provide a platform for enhanced coordination during a security concern, which is a significant element in response planning.
Terror Attacks
In the US, terror attacks are a common phenomenon, which is an aspect that increases security concerns thereby creating the need for implementing measures to reduce risks and consequences of the incidents. Some of terror attacks that occurred in the US include the 2017 New York City truck attack, the Charlottesville car attack, 2019 El Paso shooting, and 2019 Jersey City shooting. In the 2017 New York City truck attack, a man drove into cyclists and pedestrians resulting in the deaths of eight people and twelve injured persons. The motive associated with the terror attack was the Islamist terrorism, which is inspired by Islamic State of Iraq and the Levant. The Charlottesville car attack involved a vehicle that was driven deliberately in a crowd of protestors. The motive associated with the attack involved the Neo-Nazism and the White supremacy.
The 2019 El Paso shooting involved a mass shooting where an armed man shot and killed 24people in the Walmart store. The motives associated with the attack involved Far-right politics and Opposition to immigration (Mattis, 2018). The 2019 Jersey City shooting, which occurred kosher grocery store involved a mass shooting resulting in the deaths of 6people including the assailants (D. Freilich, Parkin, Gruenewald, & Chermak, 2019). The motives associated with the attack involved antisemitism, and anti-law enforcement sentiment. Considering the nature of the given incidence, the attacks can be regarded as acts of terror considering the motives associated with the incidences. From the basis of assessing terror attacks, the act of terrors involves deliberate incidences that influences the security and safety of individuals in any given region.
An assessment of the mentioned terror attacks provides an indication that the intent of the attacks was to protest and revenge against different issues occurring in the society. For the Charlottesville car attack, the intent involved protesting against white supremacy and Neo-Nazism, which are crucial issues in the society. The motives of the incidences acted as a better determinant of the nature of terror act considering that the motive provided the underlying intent that contributed to the occurrence of the attack. In that case, focusing on the motives may help in understanding the underlying intent and a proper description of factors that contribute to the acts of terror.
