Crime prevention agencies employ CPTED as a method of averting or reducing crimes against people and property that occur within urban centers. The ideology behind this technique is that crimes could considerably go low when built environments are designed creatively in particular ways. For instance, significant assault on people could go down if measures such as constructing high walls and locking everything behind the walls are taken. Such a step would then be backed up by the installation of security cameras and deployment of security guards. 

CPTED incorporates three central concepts. In the first theory, security experts believe that crimes have a low probability of occurring when other people are around. The presence of many people can make a potential criminal fear committing a crime. If an individual commits a crime, people can intervene, apprehend or summon help from others. In the second concept, it is essential that people in the neighboring buildings and spaces see what is happening. Even when individuals in the adjoining buildings are far away, at least they are in a position to respond by raising the alarm and getting extra help. In the two concepts, the direct, as well as the indirect presence of people, helps minimize criminal activities. Lastly, the third aspect involves advising people on where to be as well as how to anticipate and respond to problems. All the three concepts require that people avoid hidden places and ultimately affects how residential buildings in urban areas are designed.

In Washington DC, West End uses CPTED best. Despite it being a residential area, the streets are always busy with a lot of people and vehicles. Besides, buildings are close to each other, and it is easy for individuals in the adjacent buildings to see what is happening in the next. Perhaps, the reason why the technique is used is that most of the inhabitants are young professionals, students, and singles. This group mostly cannot afford a home of their own and employ security guards hence they have to rent houses and watch out on each other. On the contrary, Foxhall Crescent does not use CPTED. The most probable reason is that the inhabitants are relatively well-off and can afford to hire personal guards for protection.
