In my opinion, the most useful homeland security-related policy is critical infrastructure security. The main reason was moved away from a Civil Defense paradigm is not only because there was a need to develop a body that handled critical disasters but also because of the need to protect vital infrastructure in the country. Infrastructure is a critical driver of the economy as it takes in a lot of investments and also rakes in huge profits.
Homeland security should not include emergency management functions in its roaster as it should only focus on terrorism. In my opinion, the threat of terrorism is more significant than that of emergency situations. Having homeland handle emergency management functions will be a distraction from the core reason as to why it was formed. With homeland solely focusing on terrorism related activities, the chances of the body doing a better job are exponentially increased.

According to me, the biggest threat to homeland is the rapid advancement of technology, more specially communication technologies. The gap between the organization’s legal authority to access information and its ability to technically do it is continuously growing ("Current Threats to the Homeland | Federal Bureau of Investigation", 2017) . This forms a dark gap that may pose dangerous threats. The second biggest danger should be cyber-terrorism. Virtually, most of the information held by homeland security is stored in the cyber space. If the security of cyber systems are compromised, critical information that may be used against the country may leak (Today, 2019) . Lastly, the third most significant threat is counterintelligence. Foreign intelligence services are always seeking information about the intelligence held by homeland.
