The HHS strategic plan is not based on the analysis of an environment but rather the need to establish a solid platform for improving the healthcare of the Americans. In this regard, the need to mitigate the risks and challenges that the nation goes through based on the inadequate provision of quality healthcare defines the context of the HHS strategic plan. Besides, the plan is intended to improve the health care of the nation by focusing on the establishment of intervention programs and healthcare services that would be accessed by all Americans irrespective of their financial capabilities (HHS 2017). The vision and the mission of the HHS strategic plan are clearly articulated and appropriate. For instance, the mission is intended to strengthen and modernize America's healthcare system, and the vision entails the protection of the Americans' health with no sense of discrimination of the vulnerable groups such as the immigrants. 

The goals and objectives of the HHS strategic plan are SMART since they capture all sustainability aspects that will protect the life of all Americans for years to come. For instance, the goals and objectives are specific and sensible since they intend to reform, modernize, and protect the health of the entire nation. The goals and objectives are measures or rather meaningful based on the fact that they outline both the economic and social wellbeing of all Americans in comparison with the other nations (Porter, 2018). HHS goals and objectives are achievable and relevant; they foster sustained advances in sciences that dwell on modernizing the healthcare programs for alleviating issues of health complications that adversely affect the productivity of Americans. HHS goals and objectives are also time-bound since they focus on maintaining efficiency in a dynamic healthcare environment that heavily relies on technological innovation.

Strategic themes and initiatives are comprehensively described in the HHS strategic plan. For instance, the initiative regarding the establishment of performance measures and management in the plan is intended to ascertain the degree with which the issues of healthcare complications affect the productivity of the Americans. Consequently, the consideration of intervention programs that are intended to inform the public about the trends in the healthcare sector denotes the essentiality of effective performance management in the healthcare sector. The inclusion of performance goals and the priority goals for the agency outlines the reason for performance tracking that describes the strategic themes in the HHS plan (Wusu, Tepperberg, Weinberg & Saper, 2019). The success of the strategic plan dwells on meeting the sustainable development goals within the healthcare sector. In this regard, the provision of quality healthcare to all the citizens inclusive of the marginalized groups would determine the effectiveness of the strategic plan. Ultimately, the HHS plans come as the most effective strategic plan in the healthcare sector based on the fact that it promotes the initiative of providing healthcare support for all members of the nation irrespective of socio-cultural backgrounds of the citizens.
