EOCs are departments for accident response in any company. The departments are a central hub for gathering information on emergencies, making decisions and managing the workforce in terms or disaster avoidance. The primary functions of EOC include managing the overall response to emergencies, coordinating all organizational operations to support action plans. The centers also plan by collecting, evaluating, distributing information and organizing the development of the formulated Action plans. They also take part in logistics where they purchase equipment and facilities necessary for emergency responses. Logistics
The logistic operations in EOC vary depending on the need of the EOC director for support. However, the primary purpose is to provide facilities, service, and resources required in responding to emergencies. The coordinator of the logistics department reports to the director. The section also ensures that the functions of the logistics are carried out in support of EOC. Besides, they coordinate with the operations sections to prioritize on property allocations. They organize the supply unit and the procurement unit. They also ensure accountability by tracking all the resources especially, those ordered through mutual aid. The section comprises of supply unit leader, transport leader, facilities leader, ground support leader, resource tracking eider among others (Wex et al., 2014).

Finance Function
The department ensures tracking of all financial records through the emergency. It also prepares the payroll for all employees responding to a crisis. They set limits for purchases in the logistics department. The department also ensures that the compensation and claims unit processes all claims and compensation of workers in a reasonable time frame. They also ensure that duty time is recorded for all emergencies (Xu & LI, 2015).
Staffing Challenge in EOC
One of the most common challenges in staffing is the lack of skilled workers who can effectively respond to emergencies. According to Onorati et al (2018), this problem might occur due to rushed recruitment processes and lack of enough investment in training on EOC operations.
