Emergency preparedness is defined as the actions taken to prepare for as well as reduce the impacts of disasters. It involves predicting where possible, preventing calamities, mitigating their effects on susceptible populations, in addition responding to as well as efficiently coping with their outcomes (Doarn, Latifi, Poropatich, Sokolovich, Kosiak, Hostiuc, & Arafat, 2018). Emergency preparedness offers a podium to design efficient, practical and coordinated planning, decreases repetition of efforts as well as raise the general effectiveness of community members, household and National Societies response efforts and disaster preparedness. These plans are vital for peoples safety in both human-made as well as natural disasters. Instances of human-made disasters may involve biological attacks, chemical, fires, explosions, etc. Natural disasters are earthquakes, tornadoes, blizzards, floods. Disaster preparedness activities embedded with risk decreasing actions may be able to avoid calamity circumstances as well as a result in saving maximum livelihoods and lives in the course of disaster situations (Doarn et al. 2018). Disaster preparedness is a process that is integrated and continuous, developing from a variety of risk reduction resources as well as activities instead of from a different part of activity by itself. It needs the assistance of various sectors, which range from institutional development, livelihood, recovery, to healthcare and training and logistics. 

Floods and landslide have been affecting countries from the Western Balkans. The improvement of city managers and the correspondent coordinators are important in facilitating projects run by the US Department of Homeland Security and the NATO Science for Peace. People good and efficient in communication are the right correspondents in managing the emergency conditions in certain places (Ringsmose, & Rynning, 2017). Different organizations like the Science & Technology Directorate (DHS S&T), the US Department of Homeland Security and the SPS Programme help in offering support for those people within the system that operates in the Western Balkans to bring coordination and after the creation of awareness in these unfortunate incidences. These organizations work with the professions to develop technology that would share information of certain regions including local images and GPS location through the mobile phone. It should be an opportunity to create awareness and coordination for maximum realization of those situations.

The newly created technology should govern the project by a good system which is Next-Generation Incident Command System (NICS) and was developed by professionals from the Massachusetts Institute of Technologies in the Lincoln Laboratory in collaboration with DHS S&T (Simões-Marques, 2017). The NICS software should create a platform which increases the work activity of the emergency response agencies by facilitating collaboration throughout these situations. The lack of interoperability between the myriad of technology has left most government no choice but sharing the most basic information in both large scales of disasters and location through these tools used at the local, national and regional levels. The collaborations slow down the process after its initiation (Doarn, Latifi, Poropatich, Sokolovich, Kosiak, Hostiuc, & Arafat, 2018). By using the Next-Generation Incident Command System (NICS), most of these issues disappear. Tremendous value and success came to be seen by adding the telemedicine system in an aftermath disaster in a nation or region during the time and incidences of crisis. Much medical personnel gets involved in a major disaster that crosses past boundaries. They should carry portable medical kits to enable the first respondent to receive advice and information from the medical personnel while in the remote areas handling people with medical needs. 

I learned that through the use of modern communications technologies, an international network of medical experts could evaluate, diagnose and offer patients actual recommendations. The correct care as well as will reach those people who require it most fast, with the possibility to rescue several lives in disasters (NATO, 2017). For instance, in health care management, SIARS (Smart I (eye) Advisory Rescue System) is a new high-tech information system which is able to collect as well as organize medical data of injured patients and use satellite connections to transmit the data to the assigned medical facility which shall treat and care for the patients. Likewise, this information is provided even offline, in case satellite and mobile communications are not available. Synchronized with the efforts of the multinational telemedicine project, this portable device can be taken to disaster sites.
