Emergency Support Functions are establishments of the Federal government to provide support services in case of a disaster. Emergency Support Function #1 (ESF #1) is tasked with helping the local, state, federal, insular, territorial agencies as well as private entities with the management of transport systems to ensure rapid evacuation of people, movement of relief personnel as well as commodities. Emergency Support Function #10 (ESF 10) is involved in preventing as well as responding to cases of potential or actual spillage of hazardous/ oil products with the aim of protecting the welfare/health of the public as well as the environment. Some of the services provided by ESF #10 include;
Engaging in various actions aimed at preventing spillage of oil/hazardous materials into the environment
Assessing the extent of a spillage to determine the degree of environmental contamination
Engaging in actions aimed at preventing the spread of a spillage of oil/hazardous materials
Engaging in cleanup activities after a spillage of oil/hazardous materials into the environment. Some of the actions under this jurisdiction include removal of contaminated soil, disposing of animal carcasses that are contaminated with the oil/hazardous material, getting rid of contaminated soil, cleanup of buildings and structures that were involved in the spillage among others.
