An emergency operation plan requires well-thought strategies that will ensure maximum success while minimizing damages or losses. Enfield is vulnerable to and experiences frequent severe winter storms and hurricanes which are common in Connecticut. Their effects on the entire town are often severe and disorienting which calls for enough preparedness when considering the emergency operations plan. In the event of severe winter storms or hurricanes, the mayor will take the leadership of the Emergency Operations Plan in coordinating response and evacuation efforts during the onset of major disaster. To ensure that an emergency operation plan works as planned, there is a need to apply risk management fundamentals that put into consideration the mitigation, level of preparedness, appropriate response and recovery (Girod, 2013) . The first procedure the plan has to ensure is understanding the risk and what it entails. This knowledge equips each member of the team with information about the risk magnitude, the resources required to minimize its effect, and the likelihood of its occurrence. 

The second step to take in emergency operations plan is to carry out assessment and analysis of a certain risk to determine the extent and the type of response it requires. This will guide the next course of action like evacuation and restoring normalcy. The third procedure involves developing alternatives in case the main response fails to bear fruits (Sheets, 2017) . In formulating an emergency operation plan, one needs to look for other available options that will produce almost similar results as the first one. This prevents a scenario where the emergency response team lacks appropriate succession of duties in absence of the current leadership. The fourth step one can take involves communicating the risk to the relevant stakeholders for proper action. This occurs after one has monitored and assessed the risk. Informing the relevant bodies allows them to make necessary preparation on the best response towards a certain risk.
