In formulating an emergency operation plan, one needs to look for other available options that will produce almost similar results as the first one. This prevents a scenario where the emergency response team lacks appropriate succession of duties in absence of the current leadership. The fourth step one can take involves communicating the risk to the relevant stakeholders for proper action. This occurs after one has monitored and assessed the risk. Informing the relevant bodies allows them to make necessary preparation on the best response towards a certain risk.
