In this case, I would issue a ticket to the young man driving the Porsche. The main reason for issuing the ticket would as a result of breaking traffic rules regarding changing lanes. According to the U.S. Department of Transportation, drivers should always be careful when using roads for their safety and that of other motorists (Chao, 2018) . Failure to signal when changing lanes is prohibited by the federal and state laws as it risks other motorists' lives on the road. In this case, the young man fails to adhere to these rules when he changed the lanes without signaling other drivers. In addition, it was a busy night, which means that his failure to use signals when changing lanes could have resulted in an accident due to the heavy traffic. His recklessness is an offense that is worth an arrest or issuance of a ticket.
I would not arrest the young man based on the classy vehicle he is driving on a low-income neighborhood. Arresting the young man based on his race, neighborhood, and the vehicle he is driving would be a sign of discrimination and racism. According to the American Bar, the process of arresting individuals requires a police officer to have the basis for making the arrest (ABA, 2019). I have no evidence to suggest that the individual has stolen the vehicle or committed any crime. Every individual in the USA and the world can possess property regardless of race (Mchangama, 2011) . I also have no evidence that the individual has any motive to commit a crime. The only action I can take is to stop the motorist and request to see his driving license and vehicle registration; then, I would arrest him (Fazzalaro, 2005) . Therefore, arresting the young man would be adding to the pile of the unethical arrests made by the police against black men.
