Abstract
Police officer ethics are tested in many occasions and thus, it depends on the effort of the individual officers either to let ethics weaken their career or not. This paper will focus on the responsibility and authority of an arbitrator on the police agency’s chief executives. Further, it will also highlight the effect of public perception of a police union and agency in support of police questionable behaviors and ethic. This will include assessing the effect of perception the police agency members in general.
Question One
Work-related ethics and discipline affect employees' productiveness in an organization. Unethical behavior leads to deterioration of the brand image and causes poor brand positioning. The organization's leadership represents the company's image. This is because they represent the organization. Unethical behavior on the part of the organization management, therefore, has dire consequences on the brand image than just unethical behavior from a simple employee. Unethical behaviors on the part of the management team is a serious offense. This, therefore, requires more seriousness when handling them as compared to other employees. Logically reasoning Sheriff’s punishment towards his deputy was a fair treatment. The arbitrator does not have the right to force the agency to rehire the officer. The officer unwillingness to change and act ethically on his duty to the public is a clear indicator that he does not deserve the job. If the deputy is reinstated the image of the police unit will be put to more risk of being tarnished even more (Murphey, P.E, & Laczniak, 2007) . The objective of the police unit is to bring law and order and ensure responsible behaviors from the public they are serving. To achieve this the police department must ensure that its officers engage in responsible behavior. Reinstatement of the deputy will hinder the achievement of this sole objective. The leadership of an organization shapes the working culture of that organization. When the leadership support irresponsible behavior, the entire team will engage in unethical job behaviors. This will in return affects carrying out of their duties and lead to ineffectiveness on the duties allocated (Chattopadhyay & Chandrani, 2012) .

Employees rights have to be addressed with a lot of seriousness to ensure that the employees are not exploited by their bosses. The arbitrator, therefore, has to ensure that the senior respects and upholds the rights of the junior staff. The office of the arbitrator, therefore, has to ensure that it is not acting as a hindrance to the achievement of the organization objectives. It should, therefore, operate as a supportive docket to the sheriffs' office. The proposal for reinstatement of the deputy, in this case, is not logically right. This decision if upheld would undermine the principles of the sheriff’s office and the responsibility allocated to them. The arbitrator should issue such a directive if the employee under consideration shows some desire to change and uphold working integrity. In this case, the arbitrator has no right to force the agency to rehire the deputy since the deputy being a sworn officer understands the consequences of his actions.
Question Two
A good relationship between police and the public thrives when there is trust between the two parties. When the public believes in the police to help with their problems they will seek the police help and even provide the police with information. When the public does not trust the police department to help with their problems' they will seek other alternatives (Serenko & Bontis, 2009) . Positive perception towards the police agency promotes and increases the trust that the public has towards the police department. Ethical and responsible behavior on the part of the unit creates a positive perception from the public. For effective tackling of the security threat, both the police department and the public must work together. The public plays a great role by providing the police department with necessary information concerning the crimes committed. The department uses this information to execute their duties. Through this accomplishes are arrested thus achieving its objective of ensuring peaceful coexistence between its citizens. A good image, therefore, eases the department work and promotes its operations.
