The Hurricane Florence dire forecast initiated mandatory evacuation orders for not less than one million of the population. However, some people still ignore these orders regardless of having received this messaging. The basic reasons are associated with personal or myriad environment reasons. For instance, the disabled may not evacuate immediately. Indeed, out of stubbornness people refuse to leave while others " fear" meeting the financial burden of evacuating.

The most effective means of evacuating people after the order has been issued is to use “fear appeal” messages. For instance, issuing warning that people residing along the most affected areas will “face certain death.” Some studies have also shown that marking some geographic areas such as Katrina and Ike as “flood zones” or “evacuation zones.” Alternatively, the evacuation teams may provide the resident of the affected areas with means of evacuation such as tents for temporary housing and transport facilities.

For the purposes of quick response at the time of emergency, there is the importance of implementing effective methods of communication. First, the largest population have an access to smartphones which makes it easy to circulate information via social media sites like Tweeter. These sites deliver quickly to deliver situational intelligence while responding to emergencies. Alternatively, I would liaise with the Emergency Department in the community in developed a customized contact path that may send short messages at random phone numbers. The first communication method may target the middle-class people where the latter is convenient for every member of the community.

First, it is not possible for everyone to evacuate immediately after an emergency order such as Hurricane Florence has been issued. As the manager in charge, when those who choose to remain call for emergency services, it would professionally ethic to respond first and make rescue plans. This is the duty of the emergency service department. Further, it would be inhuman to risk the life of the first responders or to postpone the rescue in order to make a “moral lesson” to those who ignored the emergency order. Since this is an emergency situation, those who choose not evacuate will have suffered psychologically due to the fear of losing their lives. With such a psychological torture and the fear of "death," that would enough moral lesson. If the same disasters happen to occur, they will be the first responders to an emergency evacuation order.
