For effective flood mitigation, I would prefer taking an interdepartmental approach in the governmental structure, which uses resources under three separate departments- soil and water; Planning; and, Public Works. Through an interdepartmental approach, colleagues are kept updated on the possible flood mitigation measures either underway or in the process of commencing. Also, there is effective sharing of ideas between departments, therefore, using the most appropriate mitigation measure that the members agree on. Another reason is to avoid departmental conflicts and instead of working out things strategically and effectively as well as being sensitive to the needs of the surrounding communities (Pammer, 2015, min, 0:45). The strength of the interdepartmental approach is that there will be effective and increased communication, therefore, leading to the best decisions on flood mitigation from the members. Also, in most cases, the departmental approach, when applied in solving a social issue, leads to conflicts and pointing fingers at others as people feel that their opinions were not considered while making the decision. Other essential strengths include; professional advancement in opportunity identification and building trust between relevant departments (Tompkins, Chapter 6. Pg 109). On the other hand, the approach has weaknesses that may affect the mitigation strategies of the phenomenon. For instance, there is difficulty in departmental coordination as the department head has varying interests and ideas. Also, there is a possibility of a conflict of interest between the departments if their roles and responsibilities are not well stated. Other weaknesses include ignorance of the set objectives, therefore, affecting the mitigation process and difficulties in applying the set administrative principles by the government (Tompkins, Chapter 6. Pg 108). Other aspects of the interdepartmental approach that I considered besides Information and data gathering include coordination through an organizational structure that was essential in improving the development review of the project to ensure that the project meets the set requirements (Pammer, 2015, 2:12). All reviewing agencies with this involves strict following of steps for approving the project, in this case, flood mitigation strategies.
