Problem Identification
This framework entails identifying the existence of the problem. In Southeastern District the problems that are raised include, disorders brought by young adults, loud intoxicated individuals and armed robberies and theft around South Broadway. The three problems were brought into attention by the Sergeant who got the complaints from the community members during the meeting. The reviews of offence report and COMPSAT data also indicated the existence of the problems. The data from the Traffic department also brought into attention the number of alcohol related cases. The community and business leaders also presented their complaints about the problems to the Commander.
Problem Definition
Problem definition helps to clarify the points that should be focused on in the analysis. It helps to visualize the problem by presenting it from different angles. Problem definitions tries to answer questions like, who, what, why, when and where (Huitt, W 1992), In Southeastern District, it was defined that disorderly group of young adults were responsible for causing the disturbance, especially when they were intoxicated. The situation in the District would be calm and peaceful if not for the disorderly groups. It is discovered that the problem takes place during odd hours of late evening and early morning. The analysis from the crime department showed an increase of armed robbery and theft during the latter part of the shifts. The problems affecting the community need to be addressed and resolved sooner in order to minimize cases of disturbance and theft. The problems are at their worst at night mainly between 2:00 a.m. and 3:00a.m mainly on the days like Thursday, Friday and Saturday. The causes of the problems experienced in the district are poor supervision of rules and regulations and lack of discipline from the youth. Major contributing factors that propel these problems are, availability of intoxicated substances and lack of arrest for those committing robbery.

Generating Alternatives
Generating alternatives help in looking at the problem at different ways, in order to find new perceptive and solution. When trying to deal with loud intoxicated individuals, different measures should be put in place for example, coming up with gargets that can be used to determine the level of intoxication. Another solution is introducing appropriate procedure of dealing with people caught making loud noise. Coming up with strict rules, and ensuring that all entertainment joints and people adhere to those rules can help reduce loud noise. The last solution is encouraging the use and promotion of non-alcoholic drinks. When generating possible solutions for coping up with cases of armed robbery and theft, some measures should be considered, for example, appointing public prosecutor responsible for dealing with robbery and theft. Another solution is establishing trained police officers who are able to deal with robbery cases. Another solution is encouraging preventive measures by private parties, like the installation of surveillance camera. Finally introducing searches when robbery occurs can also be part of the solution.
Analyzing Alternative
Analyzing alternative is crucial, it makes it possible to know the costs and benefits of each alternative. The alternative of introducing gargets used to determine the level of intoxication would require both human and financial capital. However, those gargets would be beneficial as they will help in regulating the amount of alcohol consumed. Enacting procedure to deal with loud disorderly individuals would take much time to introduce, but this solution will lead to elimination of loud unwanted noise. Introduction of strict rules and regulations will be a lengthy process as it will require consultations with different stakeholders. However, the rules would establish a permanent solution as they will provide guidance. Promotion of non-alcoholic drinks is also a solution that will help reduce the consumption of intoxicated drinks, the cost of the promotion is minimal as it will only require publication of notices. Appointing public prosecutor to deal with cases of robbery and theft is also a costly measure as it will require capital and personnel trained for that position.
The benefit of the persecutor is however, much as it will contribute in eradication of the frequent robbery. Establishment of teams of police in the affected area will be a less costly solution since polices are readily available. The importance of the police is that they will be able to restore peace and order. The installation of surveillance cameras will also be appropriate as it will help in capturing information. The cameras on the other side are costly and also can be easily distorted. Introducing searches is a tedious exercise and it might not bore fruit all the time. Searching is also costly in terms of time, however, it can help in restoration of the stolen items.
Selecting the Best Alternative
The best alternative is important in coming up with permanent solution. Introducing gargets and coming up with strict rules and regulations would be the best solution to loud alcoholic individuals. The solutions are long-term and cost effective. Establishing teams of police will help to curb the robbery cases in the area. Prosecutor will also be advantageous to the community since the people caught will face charges.
Implementation
The implementation ensures that the solutions are applied accordingly. Implementation team can be established to oversea the process. Financial will also be availed to cater for the required items. Human capital will also be applied in term of the personnel required and the training team.
Evaluation
The evaluation is critical as it determines the effectiveness of the implementation. Encourage feedback and follow ups from the affected area can help during evaluation.
