Over the last two decades, the major cause of deaths among the youths is the dependence on substances. Since it is an issue affecting a number of nations, there are different techniques applied to solve the challenge. Legislative policies and laws are put in place to address the issue of drug abuse. The analysis will consider the substance abuse and practices applied as policies. They were formulated in 2017, under human and health policies and practices (Jones, Logan, Gladden, & Bohrn, 2015). The laws seek to protect the general public from unlicensed individuals selling and distributing substances. The benefit associated with the bill is the preservation against deceptive marketing practices of substances. 

The state considered is Florida. It has a number of representatives, based on Harrell and Hager. They are the main individuals behind the introduction of the bill. Other representatives came to support the same bill later. They include the likes of Willhite, Berman Smith, Stevenson James, and Abruzzo ( Kemppainen, Tossavainen, & Turunen, 2013 ). After the formulation of the bill, it went through the criminal justice system, the various representatives, families, and human and health departments. The role of the judicial system is to ensure the prosecution of the lawbreakers and any other individual associated with indicting offenses. Additionally, anyone trafficking substance without a license is also subject to being prosecuted ( Lowe, Plummer, O’Brien, & Boyd, 2012 ). All parties associated with substance abuse are bound to be examined. The various practices are put in place to advance lawsuits with the right to curb substance abuse.

The significance of the bill is to enact health policies and promote the advancement of nursing practices. There are two senators supporting the passing of the bill, Hager, and Harrel (Laws of Florida, 2017). They pushed for the bill and health policies to be effected as a way of protecting the interests of families, children, and the youths. The main motive behind the passing of the legislation was to erase the existing deceptive substance marketing practices. The support for the bill was born from the fortification of the of controlling and reducing the services of substance providers. 

The motivations of the various representatives in Florida was to develop strategies to serve as solutions to the increasing number of deaths from substance abuse. The role of the president to the state is to appoint chairs to the drug management committee (Florida Department of State, 2017). On the other end, the speaker of the committee plays the role of naming the house members. As a joint state representative, the committee functions to come up with recommendations to ensure human and health services. The senator representatives in the human and health committee are: 

Senator Laureen Backwell – Chair 

Senator Catherine James - vice chair 

Senator Kelvin Cramton 

Senator Kathleen Rader 

Senator Kelli Powell 

Senator Denisse Persona. 

The substance abuse policies were passed in-laws, through a voting system. A number of senators have initially been involved in supporting humanitarian support organizations. In the past, there have been increasing cases of opioids (The Florida Senate, 2017). Just like other masses, the senators were maintaining that the use and dependence of drugs are turning to be national disasters. The drug traders were taking advantage of the addiction slavery existing. The health laws are against the licensing, distribution, and marketing of substances. The legislative and the representatives target to control the marketing of the deceptive substances. Any offender is subject to criminal penalties.
