Question 1

Children's access and use of health care services are relatively faced with some issues. In some cases, parents are subjected to other factors that translate into the prevention of children from accessing and using health care services. One of these factors is financial barriers. The parents faced with the lack of finances are forced to suspend or else delay the medical needs of their children (Zhou et al., 2015). At times, these parents end up taking their children later and at times neglect their unmet medical needs considering some of these children are uninsured. The other factor facing adults is ignorance or the perception that the medical needs are not necessary. At times, adults think that their children's immune systems will eventually fight the disease or infection hence ignoring their access to healthcare. On the other hand, some parents especially ones with children facing disability are afraid to expose them to healthcare services due to the fear of social stigma (Batalden et al., 2015). In this case, parents are worried that their children will be stigmatized. Besides, there are those parents who do not prioritize the needs of their children hence suppressing their healthcare needs as well.

Question 2

As the manager of a practice that is receiving denials from insurance companies after billing for health care services, I am obliged to ensure that I justify the billings are a good investment for the insurance dollars. As such, the insurance companies could consider the increased number of consumers in need of insurance hence increasing the amount of income generated after the revenues have been allocated to the patients in need (Blumenthal & Collins, 2014). Since not all the insured individuals will fall sick, the company would produce a substantial amount of money from the premiums paid by all the involved consumers. Moreover, the companies could engage in financial investments to increase their revenue (Reason, 2016). Due to the less predictability, these companies can thus increase their profits through the medical loss ratio, out-of-pocket maximum, and the limited restrictions on coverage.
