The US government initiated the Medicare Quality bonus to help manage care in the Medicare structure and put inducements to help attain cost efficiencies in the Medicare market. Medicare applies the star grading system to test the performance of the Medicare Advantage and Part D plan functions. It grades how well plans operate in various categories, such as customer service and the quality of care. The star rating ranges from 5-1 stars, with five being the highest (Li & Doshi, 2016) . The system grades the plans depending on a person’s classification. Also, it assigns a single universal star to give an overview of the plan’s functionality among various distinct strategies. The plans rated include the care and responsive plans and the customer service health plan. Also, the five-star rating evaluates the health services of keeping people healthy through the services of offering vaccines, tests, and screenings to consumers. Also, management of long-term health conditions customer complainants, choosing to leave the plan and problems getting health services. The rating system rates part D on how well they carry out their practices in drug plans for customer service, their pricing of drugs, and how they ensure patient safety. Also, it rates Part D considering how the patients have complained about their challenges while acquiring services and the members' experiences with the drug plans. 

The Medicare rating is beneficial as it helps people to understand the best plans. It also helps people traverse through different options and use expert information to make the right decisions. Besides, the plan provides a good way to view the available plans in their areas and compare them with those of other areas (Medicare Interactive, 2018) . Additionally, the rating helps the consumers take clear and appropriate objective measure s of how one plan piles against another. Medicare takes the complex health care delivery outlook and sets all the health plans against the same quality and across a wide set of measures.
