Gather the Facts : some of the facts involved in the dilemma include the anti-Christian government, the need for Christian evangelization, and Biblical references including Romans 13 and Mathew 28. Other essential facts to consider include the persecution of Christians and the legal banning of Christianity in the host country. 

Determining the Ethical Issue : There is a need to carry out a Christian evangelization in a country that strictly opposes and persecutes Christians. The evangelist will go against the preaching on the respect of government and authorities taught in Romans 13 when he/she goes on with the evangelism. On the other hand, failure to evangelize would amount to irresponsible Christianity in tandem with Mathew chapter 18 which emphasizes on the need to spread the Gospel to the world.

Determining What Virtues/Principles Affect the Case : some of the virtues that come into action here include courage, faith, obedience to authorities, faithfulness to God, tolerance, and diversity. 

List the Alternatives : The first alternative is to go to the hostile country and preach without regarding the consequences. The second option is to respect the position of the government on Christianity and refuse to go. The third would be to go and carry out the evangelism secretly without the knowledge of authorities. The Fourth would be not to go and utilize other means of evangelism in the country such as social media amongst others. 

Compare the Alternatives with Virtues/principles: the first alternative would amount to courage and faith. The second alternative is in tandem with the need to obey authorities and respect of diversity. The third alternatively match tolerance and faithfulness. The fourth alternative relates to the obedience of authorities. 

Consider the consequences : the first alternative would lead to the arrest, prosecution, and persecution of the evangelists. The second option would ensure that the status quo continues with persecution and anti-Christian sentiments continuing as usual. The third option might also lead to arrests and persecution upon arrest. The fourth alternative would have little impact in changing the status in the country. 

Make a Decision : As a Christian devoted towards spreading the Gospel as indicated in Mathew 28, it would only be imperative to move into the country without fear and be ready to suffer together with all the other Christians.
