Substance abuse remains as one of the global health challenges affecting a significant number of persons in the world today. The average rate of substance usage in Florida is notably higher when compared to the national average, which has created a significant challenge in public health. Florida is one of the states that has been able to adopt a well-structured approach to dealing with substance, which is anchored within the context of the law. However, the effectiveness of the approach adopted has not been as effective as it may be expected. In trying to understand how the issue is being handled, the focus of this report is to analyze a state, national, and international policy touching on substance abuse.

State Policy 

The Hal S. Marchman Alcohol and Other Drug Services Act of 1993 is one of the policies adopted in dealing with the issue of substance abuse within Florida (Sweeney, Strolla, & Myers, 2013). The strategy seeks to protect the rights of the people within Florida, specifically, those facing challenges due to substance abuse, concerning access to treatment. The establishment of the policy was seen as a critical approach aimed at ensuring that persons dealing with substance dependency receive proper care within both public and private facilities. The policy recognizes the fact that those facing challenges in dealing with substance abuse are somewhat vulnerable in terms of their inability to access quality care services.

National Policy 

The Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Act of 2018 is a federal policy that was adopted in the United States in dealing with the opioid crisis that the country was experiencing (Knopf, 2018). The adoption of the policy was seen as a critical approach aimed at ensuring that those facing essential challenges in dealing with substance abuse receive treatment. The policy was adopted at a time when the United States was facing a fundamental problem in dealing with the opioid crisis; thus, highlighting its effectiveness as a way of promoting positive outcomes for a majority of these people, who would be able to access quality care services.

International Policy 

The World Health Organization (WHO) has been on the forefront in pushing for the adoption of the Drug Abuse (Prevention and Control) Policy, which is aimed at ensuring that countries recognize the fact that they are facing critical challenges in dealing with drug and substance abuse (World Health Organization, 2019). The policy does not, in any way, violate human rights and freedoms but seeks to establish a clear framework through which to ensure that the government adopts proactive prevention and control mechanisms. The policy was taken in a time when countries were facing social challenges in dealing with drug and substance abuse affecting the young population economically.

Conclusion 

Drug and substance abuse remains one of the critical health challenges affecting a significant number of people in the world today. Laws and policies have been put in place with the sole intention being towards ensuring that governments would be able to deal with the challenge associated with the issue noted. In this report, the focus has been on analyzing the Hal S. Marchman Alcohol and Other Drug Services Act of 1993, which is a Florida state law, the Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Act of 2018, which is a federal law, and the Drug Abuse (Prevention and Control) Policy, which is an intentional policy. Each of the rules and procedures has had notable impacts on pushing for a much more effective approach towards dealing with the issue of drug and substance abuse.
