An inter-agency collaboration entails having two or more agencies working together by forming a partnership. The partnership is formed when the agencies realize that they have a common concern or work with the same people (Canton). In the criminal justice system, complicated issues require the expertise and resources from different agencies to deal with the crime. Collaboration between the justice agencies is important in saving time and energy as it involves various agencies and stakeholders while dealing with a case (Berman). It helps in solving issues like domestic violence and plant to manage sex offenders, among others.

The case study involving the crime hot spots in Brooklyn is found in the Northwest of Minneapolis. The city has a population of close to eighty thousand, and it is the 2nd biggest suburb in Minneapolis (Weisburd et al., 2020). It has a higher population of which most of the residents are youths and low-income earners. Over the last couple of years, various evidence has been providing over the policing concerning Brooklyn's hot spots. The issues arising from the city were crimes that threatened the life of the resident (Weisburd et al., 2020). From the data recorded by the police department at Brooklyn, the crime incidences usually occurred at the street centerlines, and then they were related to the street segments. The hots spots identified were single street areas that had been localized with building structures. Other crime hot spots were within the crime-prone areas, such as the townhomes. The city has around 42 hot spots in which criminal activities were high.

The police department of Brooklyn, such as the police's crime analyst and commanders, was involved in collaboration with the community to solve the problem. There had been increased issues of reporting cases in the police department via the call on 911. The crime reporting increase had been caused by the rise in the increase in reporting crime-prone segments. In Brooklyn, the neighborhoods, communities, and families were faced with frequent violent crimes. Violent crimes often lead to human physical harm that which can also lead to emotional stress. This can lead to injuries, stress, and anxiety (HealthRankings, 2020). Regarding this coordination initiative, police have provided resources, like ACT that have helped to curb crime in this area. The police developed initiatives on how to solve the issue at hot spots. The police have been warning the suspected offenders using formal guardianship. The police have also been changing the conditional features on the hot spots places to reduce the rate of crimes in those regions. The ACT program of hot spot zones had rarely considered the community about procedures in social regulations. The regulations have been based on efficiency due to the intervention between the community and police for the common good. 

The collaboration between the community and the police has been very effective in reducing crime in the community. The police intervention by using the ATC gadgets was very much useful to reduce the crime in the hot spots. The close partnership between the police and the community members improved the rate at which the crime suspects were being reported (Weisburd et al., 2020). Police arresting the criminals was highly dependent on the community members who informed the police about the suspects. The possibilities in which the police apprehended suspects relied upon the speed at which the community members reported the crime suspects. To solve the issues, both the police and the community members were involved. Before the collaboration, community policing was regarded as a basic way of improving the correlation between the public and the police. Community policing aims to bring expertise in the community and also the knowledge in the community to help in reducing criminal activities. 

The ACT program used in the program improve the collective action and efficiency of the community, especially the crime hot spots. The collaboration between the police department and the community member helped in increasing the approach towards police legality. The strong partnership helped in reducing the real and discerned criminal activities and the levels of disorders. The collection program helped improve the aggregation actions as the public members are reporting them. In addition to improving the police rightfulness, another crucial goal was to develop, increase, and sustain the community through community-based policing. 

In the collaboration between the police and the community members, I think that both the police department and the public were very impactful in curbing crime in Brooklyn. The police agencies relied much on the community member to provide them with information concerning criminal activities in the neighborhoods. The community members served as an integral part in informing the police about the suspects within the neighborhoods. It is the police departments' responsibility to ensure that there are peace, law, and order in Brooklyn. The strong correlation between the police agencies and the public enhanced mutual trust between the two, which helped maintain safety and efficacy. The police imposition has the duty to enforce the law, ensure a free society, and promote safety within the communities. Also, upholding law and order would ensure law and order would improve within the city (Mosteller, 2020). The law enforcement agencies and the public should ensure trust and responsibility to promote public safety. The government contains the capabilities to uphold the imposing power to protect the community members and ensure all people follow law and order. Ensuring there is good policing within a community, the law enforcement agencies should create a good relationship with the community members, ensure respect for civil liberties, and make sure that the required force is applied towards the criminals. 

The collaboration between the police agencies and the public members can be improved by; first, the two parties should discuss and acknowledge the community's challenges. The policy agency should avoid excessive force and other incidents that could affect the community members' relationship. The police commanders should ensure that no police officer has misconducts to maintain public trust. The police agencies should also acknowledge the history of the minority groups and other people who are caught with the injustices. Second, collaboration should ensure transparency and accountability. In case there are sensitive incidences, the police agencies should give out enough information to the public to maintain its transparency. The Police department should also publish the information to the public to ensure that it can be accessed easily by the community members. They should also ensure a wealth of information on the best practices to ensure constitutional policing.

The police agents should be visible to the community members and ensure they maintain community to focus on the importance of coordination. When the community members associate with the police agencies, it will help reduce bias to the public to the police. It will help in breaking the personal barriers and overcome the stereotypes. It would enable the police officer to learn which residents abide by the laws and those who break them. It would also help in improving cultural competency. The police officers should be offered comprehensive training regarding cultural competency. It would help the officers communicate effectively with the community members and understand their cultural behaviors, racial and ethnic backgrounds. The relationship between the community members and police agencies would ensure mutual trust, which is crucial while addressing the neighborhood challenges and minimize criminal activities.
