Since 9/11 took place, citizens, scholars and security personnel have maintained that, international terrorist groups such as ISIS and al-Qaeda are the greatest threat to security in the United States (Kennedy, 2017). Although ISIS looks like it has declined, it still has the potential and ability to conduct a major attack on United States. On its part, al-Qaeda has since lost some of its largest and powerful franchise such as Jabhat al-Nusra currently referred to as HTS, but it has still maintained other affiliates in operation. Although it appears as it has equally declined, al-Qaeda is still a threat and can use the remaining affiliates to attack the United States and Europe.
Recently, Institute for the Study of War (ISW) alongside Critical Threats Project (CTP) indulged in an exercise to determine the appropriate action United States can adopt to defeat the international terrorist groups that pose a threat to security in the United States (Institute for the Study of War, ISW). The group concluded that, ISIS and al Qaeda pose a threat to America and Europe considering that their way of attacking is poised towards collapsing the world order, trigger global and domestic trends that pose danger to Americans (Institute for the Study of War, ISW). International terrorist group such as Jabhat al Nusra, an affiliate of the al Qaeda has a well established network, and United States and Europe should make it a priority to come up with a strategy of defeating and destroying it.

Notably, the United States should even be more worried about international terrorist groups such as al Qaeda and ISIS because they are insurgencies and not just groups of terrorists (UN Report on ISIS and Al Qaeda, 2018). They have crafted a clever way of using terrorism to push their agenda of overthrowing existing authorities in Muslim countries. Later, they aim at attacking western countries such as United States in a bid to push their ideology to humanity. For that reason, they are always willing to provoke and attack powerful nations such as the United States. In that sense, international terrorist group remain the greatest threat to United States and not the domestic terrorist groups.
