The case study indicates that there are many issues that affect the patrol officers who are working under Captain Edith Strong. The situation has become vital and impairs the ability of the division to function in a productive, efficient, and effective manner. The primary solution for the issue has been identified is designing a program that would meet the needs of the employees and the department.
The Philosophical Approach
The aim of the project is to deal with the issues that affect the employees in the department. It needs to meet the different objectives of the workers and the department. The best philosophical approach that Captain Strong can implement in this project is the Theory of X and Y by McGregor ( Giblin, 2016) . The theory is based on human motivation and behavior in a company, and it divides the managers and workers into two main groups based on the manner in which the managers lead lower level employees and by the way in which subordinates behave. The theory indicates the manner in which the manager can develop outcomes that are considered to be self-fulfilling based on the treatment that the employees get from the Captain.

The Specific Motivational Strategies Recommended In This Case
The best motivational strategy that would be best for Captain Strong, in this case, includes trust which involves proper communication between the employee and the employer to make sure that the relationship is productive. The second motivational strategy that would work in this case is the reward system which is an act that involves the provision of incentives to police officers for their work. It is especially vital considered the fact that most of the officers felt that they had a heavy workload as they jump from one incident to the other.
The next strategy is recognition which would motivate the officers to endure the work so that they can keep on achieving the goals of the organization ( More, 2012) . Career advancement is the next strategy which is a plan that aims at introducing the opportunities for the employees to get promotions for the positions that were availed.
Applicability of E.R.G Theory
The human needs, which are five in number as described by Maslow’s Hierarchy of Needs include psychological needs, esteem needs, safety needs, love and belongings needs, and self-actualization. However, the five levels have been decreased into three by Clayton Alderfer into growth needs, existence needs, and relatedness needs.
The E.R.G theory is applicable in this case because the case is in line with the principle of need-escalation that states that when lower levels of requirements have been met, a higher number of individuals will desire to reach the same need. In this case, police officers feel the desire to accomplish some things, and they seem happy when other departments achieve. In other words, a human being has the desire to belong to a particular group, and one thing that attracts people is moral. A good example would be seen in the division where in case the police officers manage to control crime in the area that is under their jurisdiction then police officers from other divisions will be motivated to do the same. However, it is worth noting that through the theory, people can be motivated at any time and thus it makes it hard to identify the best motivator. It then means that even though the theory can be applicable in this case, it may not be effective because the theory makes it hard to identify the things that motivate people to behave in a precise manner in a particular circumstance. For example, what motivates police officers to work extra hours may not be the same things that motivate them to solve a certain case.
Applicability of Job Enrichment and Job Enlargement
What would be applicable in this case is job enrichment and not job enlargement because the officers are doing the same work on a daily basis. Breaking the workload into some tasks can help in reducing the monotony that comes with the job. Job enrichment can focus on the negative sections of the job and find out the manner in which the officers can be motivated or rewarded so that they can persevere through the tasks so that they can feel that the effort put in the work is worthwhile. In this case, job enrichment can be done through the process of reforming the duties and roles of police officers. Reforming of the tasks helps them to cross train which then provides them with more knowledge of the daily functions of the other departments.
Conclusion
It is evident that there are issues that affect police officers under the control of Captain Strong. The project needed is vital in making sure that the needs of the employees and the department have been met. The best philosophical approach that can be implemented in this project is the Theory of X and Y.
