Such frameworks related to quality valuation often define initiatives related to performance measure design and improvement within private and public sectors, as described by the Institute of Medicine (IOM). In this regard, the discussion focuses on Jackson Memorial Hospital, a medicare-centered health care institution in the State of Miami.

The hospital is a tertiary care hospital serving as a major teaching center for the Leonard M. Miller School of Medicine, University of Miami. The institution’s framework is that of a non-profit organization with a bed capacity of 1,550. Moreover, as a key facilitator of prime medical research, a referral center, and home to the notable Ryder Trauma Center, its focus on quality remains top-notch. Both have superb safety protocols compared to Jackson Memorial Hospital, which makes their surgical departments noteworthy in all respects. Moreover, their proficiency in virtually all quality modalities is evident due to the various recognition awards received by each health center spanning efficacy, efficiency, timeliness, patient-centeredness, and equitability. All these facets ultimately translate into the perception of healthcare quality among customer or stakeholder expectations or needs. Stakeholders, having a keen interest in the fiscal as well as social progress of a health care center, view quality as a means to an end. On the other hand, customers intrinsically depend on augmented quality. Therefore, their view of quality is often subjective but wholesomely beneficial. As mentioned above, the Institute of Medicine (IOM) includes six pertinent objectives within health care systems that increase quality (Hibbard, 2005). Under patient-centeredness, IOM stipulates the provision of respectful care that is responsive to patient preferences, values, and needs while guaranteeing patient values in critical clinical pronouncements. Timeliness necessitates waits reduction as well as the abatement of harmful delays. Ultimately, efficiency and equitability manifest in the former focusing on waste avoidance while the latter demonstrates the non-variation of quality in relation to subjective attributes.
