The airport certification process of Part 139 requires airports that conduct scheduled air carrier operations to be certified under Federal airport certification guidelines found in Part 139. The certification process majorly relies on the current status as well as airport certification, whether the airport has either the airport operating certificate (AOC) or airport certification manual (ACM). 

The ACM is one of the most significant parts of the 139 certification process. This is because it covers comprehensive details of how airport operators should comply with Part 139 requirements, which is important in this scenario. The ACM covers inspection procedures, movement controlling procedures of vehicles on the runway area as well as safety during the construction process. Additionally, the manual highlights emergency plan, plan for managing risks as well as firefighting and ice control plans. After procedures and regulations of the manual are understood, the ACM is submitted by the airport operator to the Federal Aviation Administration (FAA) that deploys an aviation safety operator who ensures that the airport operator complies with the operations in the airport ( FAA, 2015 ). The FAA inspects each airport every year to ensure optimal security.

Apart from deploying an aviation safety operator, the FAA helps airport operators in implementing the manual to ensure optimal security and compliance with the revised guidelines. The FAA further contact operators over additional actions required for ACM. As opined by Mashkani (2019), after conducting a thorough investigation concerning airport problems, the AOC is then issued to the operator. Additionally, the manual submission process is critical because it permits the FAA to get a chance to ensure that they also comply with the set rules and regulations. More so, the listing of operator responsibilities in the manual also gives the FAA a chance to revise them in a comprehensive manner for better security. To sum up, airport operators need to take the ACM with seriousness to avoid airport accidents as illustrated in this case.
