According to Kassel (2010), a contract may not guarantee a project's success, but it is a requirement of the process. However, a contract should create conditions that will necessitate the successful completion of a project. The interests of a third party, for instance, the public, should be catered for. Kacaj (2017) analyses practical and theoretical ways to draft a contract to benefit the third party. To draft a beneficial contract, a contract manager should possess the necessary knowledge and ability. Contract management ensures that a beneficial contract is drafted and implemented for the benefit of all those involved. Sjoerdstra (2017) writes that there is still little information available about the role of contract managers. However, there is hope in the fact that more agencies are investing in contract management. Contract management increases efficiency (Asian Development Bank, 2018). The contract should support or provide ways of monitoring a project, hence, avoiding the wastage of resources. IACCM (2017) holds that a contract manager's most important skills include competitiveness, integrity, good character, and ethics. A contract manager's main role is to ensure that a contract is achievable, ethical, and compliant with the available policies. IACCM (2017) notes that a contract manager should be able to balance compliance and innovation. For this to happen, managers should be able to understand the contract and, at the same time, ensure that it is respected by all parties involved.
