Project management institute has been handling several case studies. A most recent one was on "IBM Strengthens Focus on Professional Project Management." This case study dates back to February 1997, when a charter was formed to drive IBM's support in project management all over the world. The rationale was to have more consistent and broad use of project management skills, disciplines and to the extent of formalizing the project manager position in an organization. Previously, there had been challenges in project management where matrix organizational structure was employed. The challenges included misalignment between projects and their objectives, late and delayed projects disrupting the flow of business or an investment. Secondly, there were cases of conflicts created by dependency on labor and resources. In the same breath, there were also cases of difficulties in executing project functionality and objectives. The existence of overlapping and redundant projects, resource conflicts were still a bottleneck challenge that caused unrealized business value. A project manager in such a matrix could not be satisfactorily accountable due to un-hierarchical divided responsibility and the inability to systematically communicate multiple project requirements.
