Policy evaluation involves systematic data collection and analysis to come up with broad conclusions about the characteristics, activities, contexts, and many other domains of the policy process. The policy process remains dynamic and complex and improves and informs police effectiveness, implementation, adoption, and development. Policy evaluation is an effective tool for developing evidence-based policy interventions. 

The essence of Policy Evaluation 

Policy evaluations are applied in the enhancement of a project's objectives and goals. Policy evaluation acts as a tool to evaluate the value for money in that more significant benefits must be yield by the resources allocated for a particular purpose ( Sondhi et al., 2020 ). The components of a project that do not produce the expected results are identified through policy evaluation.

Policy Evaluation within the Policy Process 

It is vital to understand how policy evaluation relates to the larger domain of the policy process. There are three main stages of the policy process that results in three types of policy evaluation. The three stages of the policy process include evaluation of the policy content, policy implementation, and policy impact ( Hill & Varone , 2021 ). Evaluation of policy content includes problem identification, policy analysis, and strategy development. Implementation evaluation mainly consists of policy enactment, while impact evaluation falls within the policy implementation. 

Policy Evaluation Challenges 

Some of the challenges of policy evaluation include contextual and external factors such as public awareness and economic conditions ( Maye et al., 2020 ). The policy evaluation process may also face bottlenecks due to the lack of access to the appropriate data and measures. The desire to achieve results quickly and political scrutiny also challenge the process flow of policy evaluation. 

Conclusion 

Policy evaluation is an essential aspect of the policy process. The three aspects of policy evaluation chosen for review by this study include the essence of policy evaluation, policy evaluation within the policy process, and the policy evaluation challenges. The three aspects were identified as the most essential to conducting a practical policy evaluation.
