Measuring the amount of pollution as pollution per unit of production is perfectly possible and incredibly hard at the same time. This would mean that the amount of pollution remains constant regardless of the population size, as opposed to earlier strategies where the levels of pollution were reliant on the population size. This somewhat creates some level of deception with notorious regions making the issue superficially acceptable due to the misleading statistics. With this, therefore, the question of pollution in countries where this issue is rampant would be easily dealt with head-on and probably achieve a socially desirable level of air pollution in the long run as attempts to eliminate it entirely may be futile. 

Some countries receive criticism for pollution while others seem to get none yet they are typical polluters as well. This has been the case due to the policies used to measure standard levels of pollution. For example, the Kyoto treaty signed in Japan in 1997 was meant to regulate the amount of gas emission by the world’s major industrialized economies. With this, developing countries are therefore not recognized as major polluters due to their undeveloped economies which count as the major contributor to pollution. This has countries like China receiving less criticism for pollution as compared to majorly industrialized economies such as the USA, while China has relatively high levels of pollution.

Anti-pollution initiatives could produce eminently exceptional results when applied to countries that are not necessarily recognized to have pollution problems such as developing countries. These countries also produce a considerable amount of greenhouse gases that contribute to high levels of air pollution. While the amounts might be relatively low as compared to those emitted by developed countries, the effects can be adverse. Thus, anti-pollution policies would go a long way in reducing pollution levels in the world when focused on countries with fewer pollution problems as well.
