CIO survey is critical for the Health Management Information Systems, because it provides an in-depth insight into the dynamics of the industry. An understanding of the trending technological advancements that are aimed at improving the efficiency and effectiveness of the HIMS installed in a hospital (Ding, 2014) . An awareness of the trends within the industry is a step towards ensuring efficiency in the systems available and creating chances of improving the very systems. Because HIMS is modulated, it is not easy to find a one size fit all kind of solution to improving the effectiveness of an entire system. Therefore frequent survey on the products that are available in the market and the modifications that have proven effective are some of the aspects that are identified during the survey. Also, important these systems need to be maintained to put the industry on the top edge of the economic transitions, establishing a competitive advantage over the other firms as well.

Because the federal government has promised billions of dollars in incentives to medical institutions through the stimulus bill, Health institution can adopt the current more effective hardware equipment (Kettl, 2015) . For an effective HMIS, the medical institutions will need an electronic record management systems that will capture, process, store and facilitate effective retrieval of patient and employees information. To establish this kind of platform, powerful PCs will be required at every desk to facilitate the interaction with the system. An effective network system will be required to facilitate intercommunication between the PCs and the servers. As for the host of the system, the onsite or offsite server will be required to hold the storage system and the networking system. Also, the server should be powerful enough accommodate growth in data traffic such that the medical institutions will not find the need of upgrading the servers in the event of an influx of patients (Nguyen, 2014) . Additionally, the system should be networked such that it is accessible within and outside the organization, this is mainly to facilitate physician forums that help in building the digital corporate memory. Lastly, the system needs a firewall equipment to secure client data from an authorized access.

The results of the survey are partly consistent with my prediction. The main point of similarity is the fact that an electronic management system will be the primary focus of the system. Also added to that is the fact that computers will be used as the key entry points to the system. However, the main difference was the cat that the system will be a completely separate entity from the technological components. The two facets appeared to be inseparable, but they are two completely different entities, that can be aligned together to improve the effectiveness of the system.

Question 3

The main reason why I believe electronic records to be the top priority for chief information officer in the coming year is that it forms the foundation to HMIS. The main process involves creating a platform that can easily capture and store electronic health records. This is considered a foundational role because the systems to be implemented will need all the data in electronic format this way they can be easily managed and accessed across the country (Nguyen, 2014) . Also, a factor, to facilitate a quicker implementation of the HMIS program with the promised incentives, forming the foundational electronic health records platform will provide a considerable push for the federal government to implement the systems. Because it is easier and cheaper to access digital electronic records, the implementation will improve the quality of medical service delivery across the country.
