President Bush came up with a health savings account (HSA), a health policy based on consumer-directed healthcare. The president enabled access to more prescription drugs for more than 40 million Americans through the market-based Medicare Prescription Drug Benefit. As a result, he improved the quality of healthcare for Medicare beneficiaries by diagnosing illnesses earlier since it added preventive screening programs (Reinhardt, 2006). He also expanded private plan options and hence increasing choices and competition through the Medicare Advantage program. The private enrollment plan increased to 10 million in 2008 from 4.7 million in 2008. As a president, I would ensure that my administration takes part in regulating healthcare costs by coming up with governing laws apart from just encouraging citizens to become bargain shoppers and take responsibility for their health costs. 

During Obama’s administration, he came up with Obamacare, to lower healthcare costs. Besides, President Obama wanted to improve the quality of life for those who could not get healthcare insurance from their jobs and those who could not afford insurance covers. This healthcare reform became low in 2010 to sustain mandatary healthcare spending on Medicare (Obama, 2007). The plan includes glaring weaknesses of the healthcare system, such as affordability. With Obama's plan, every typical family in America will save up to $2,500 in a year. The program involved issuing universal insurance, which will reduce spending on uncompensated care. As a president, I would ensure my government develops an auto-enrollment program that ensures all citizens are enrolled in insurance services and that there are penalties for those who fail to enroll upon eligibility. This will ensure that everyone benefits from the Affordable Care Act.

President Donald J. Trump is working to make healthcare more affordable by lowering the prices of out of control prescription drugs. Besides, he has promised to import drugs from Canada via a state-to-state pilot program (US Department of Health and Human Services, 2018). The prices of prescription drugs are higher than in most high-income countries, and hence the plan is to ensure that citizens get access to prescription drugs at an affordable price. As a president, my government would negotiate with pharmacies on drug prices, which has not been done yet in the US. If these negotiations and accompanying laws are made, the drug makers will stop setting their prices and raise them anytime they see fit.
